The ongoing global ramifications of the war in Ukraine\, exacerbated by climate change\, rising debt levels\, and internal socio-political unrest\, have negatively impacted the region’s economic and governance structures. These challenges have placed additional pressure on think tanks and CSOs\, hindering their ability to influence policy\, mobilize resources\, and advocate for public interest.\nThe African Union’s Agenda 2063\, which envisions “The Africa We Want\,” emphasizes good governance\, peace\, and security as critical components of the continent’s development (Aspirations 3 and 4). Furthermore\, Article 12 of the African Charter on Democracy\, Elections\, and Governance (ACDEG) highlights the importance of strengthening civil society’s capacity to enhance democratic governance. Similarly\, the African Union Policy Framework on Strengthening the Capacities of Think Tanks and Research Institutions (adopted in 2013)\, recognizes the critical role think tanks play in advancing evidence-based policymaking and calls for capacity-building initiatives to enable these institutions to thrive in dynamic environments.\nTo address these dynamics\, the Nkafu Policy Institute\, a leading Think Tank of the Denis & Lenora Foretia Foundation and in alignment with these continental frameworks\, is launching the third edition of its Executive and Strategic Leadership Program for Think Tanks and CSOs. Designed as an intensive two-day event\, the program aims to equip leaders from think tanks\, CSOs\, and research institutions with the skills and strategies needed to navigate volatility\, sustain their operations\, and contribute meaningfully to regional integration and democratic resilience within their communities and beyond. As outlined in Aspiration 6 of the African Union’s Agenda 2063\, Africa’s greatest asset is its youth. Cameroon\, however\, continues to face significant leadership deficits\, manifesting in governance issues\, weakened democratic norms\, and the erosion of basic human rights and liberties. These challenges persist partly because deliberate efforts to identify and nurture young leaders\, especially in a bilingual and multicultural context\, remain inadequate.\nJohn C. Maxwell famously stated\, “A leader is one who knows the way\, goes the way\, and shows the way.” At the Denis & Lenora Foretia Foundation’s Nkafu Policy Institute\, we recognize that young leaders can be catalysts for transformative change. However\, their potential often remains untapped due to a lack of access to tailored training\, mentorship\, and resources. This program addresses these gaps by equipping emerging leaders with the skills to create meaningful change in their communities.\nThe Nkafu Policy Institute\, a leading Think Tank of the Denis & Lenora Foretia Foundation is launching the 4th edition of the Emerging Leaders Program under the theme “Driving Impact”. Through this edition\, we aimed to provide a comprehensive blend of theoretical and practical learning approaches to drive impact by empowering young Cameroonians with tools\, strategies\, and global perspectives to enhance their leadership potential and foster a united\, inclusive\, and innovative society.\nTheoretical sessions will focus on leadership principles\, policy formulation\, and global ethical standards. Practical methods will include hands-on workshops\, mentorship\, peer networking\, and real-world projects to ensure participants not only learn concepts but also develop the capacity to implement them effectively. This combination ensures that participants are empowered to address real-world challenges with confidence and competence. \nObjectives\nThe program seeks to empower Cameroonian women and youth with essential leadership skills through focused training and mentorship. Female entrepreneurs represent 24% of Africa’s workforce\, with the continent boasting the highest percentage of female entrepreneurship globally\, surpassing regions like Southeast Asia and Europe. Despite this\, Cameroon\, ranked third in Africa for female entrepreneurship\, faces numerous challenges preventing the full realization of youth and women-led businesses’ potential. \nCurrently\, a very large proportion of Cameroon’s small and medium-sized enterprises (SMEs) operate in the informal sector\, with only 12% formally registered. Major obstacles—such as limited access to finance\, inadequate business planning\, a challenging tax structure\, and weak infrastructure—stifle the growth of women and youth-led enterprises. In addition\, public sector job creation has been unable to keep pace with the growing population\, particularly among the youth\, further pushing the need for private sector growth through entrepreneurship. \nRecognizing the critical role women and youth entrepreneurship will play in Cameroon’s economic future\, the Small Business and Entrepreneurship Center (SBEC) of the Denis and Lenora Foretia Foundation is organizing the 2025 SBEC Forum under the theme: “Scaling Up: Expanding Youth and Women-Led SMEs in Cameroon.” This forum seeks to foster discussions on how to scale up SMEs\, particularly those led by women and youth\, to drive inclusive economic development. \nObjectives  \nThe 2025 SBEC Forum aims to catalyze the expansion of youth and women-led SMEs in Cameroon by creating a supportive ecosystem that addresses existing challenges and promotes sustainable business practices. SUMMARY:Stakeholder Meeting : Providing Evidence-Based Policy Advice to Improve the Effectiveness of Monetary Policy in Francophone Africa
DESCRIPTION:Date: March 28\, 2024Time: 10:00 pm –03:00 pm (Cameroon time)\,\nVenue: Djeuga Palace Hotel\, Yaoundé (Hybrid Event)\nBy invitation only\nBackground\nFrancophone Africa is home to two monetary unions. The West African Monetary Union (UMOA) and the Central African Monetary Union (UMAC). The currencies of these two monetary unions are\, respectively\, the Franc of the African Financial Community (XOF-CFA Franc) and the Franc of the Financial Cooperation in Central Africa (XAF-CFA Franc). Each currency zone has a fixed exchange rate and limited capital mobility\, and thus an independent short-term monetary policy in line with the Mundell-Fleming model. The monetary policies of the two central banks\, the Bank of West African States (BCEAO)\, the issuing institution of the Economic Community of West African States (ECOWAS)\, and the Bank of Central African States (BEAC)\, the issuing institution of the Economic and Monetary Community of Central Africa (CEMAC)\, are unique and primarily aimed at maintaining price stability and supporting economic growth. However\, the effectiveness of these two monetary policies remains weak\, with market interest rates and inflation showing little responsiveness to the actions of these two central banks. What’s more\, the transmission mechanisms of monetary policy remain limited\, such as the shallowness of financial markets\, the rigidity of inflexible interest rates\, and the limited diversification of economies\, despite the well-established institutional framework and appropriate instruments used by these central banks. In order to improve the contribution of monetary policy to the resilience of francophone economies\, the Nkafu Policy Institute\, a think tank of the Denis and Lenora Foretia Foundation\, is organizing a stakeholders’ meeting on the theme “Providing Evidence-Based Policy Advice to Improve the Effectiveness of Monetary Policy in Francophone Africa.”\nObjectives\nThe main objective of this workshop is to discuss strategies for strengthening the effectiveness of monetary policy in the franc zone. More specifically\, the workshop will focus on\nØ The role of monetary policy in the development of the Franc zone\nØ The nature and importance of exogenous shocks in CFA-franc countries\nØ Analyze and assess the reforms put in place\, especially their impact on monetary policy transmission mechanisms in the CFA franc zone.\nØ The reforms needed to strengthen the effectiveness of monetary policy decisions in CFA Franc zone countries.\nTarget audience\nThe meeting will bring together 20 experts on monetary policy and stakeholders from the following organizations: central banks\, ministries of finance and economic planning from French African countries\, commercial banks\, investors\, civil society organizations\, academia\, international organizations\, experts\, and observers from other regions and institutions.\nExpected outcome of the event\nAt the end of the different sessions\, participants would have acquired a firm understanding of the place of monetary policy in Francophone Africa\, particularly the role of central banks in stabilizing economies. DESCRIPTION:Date : June\, 21 2023Time : 08:oo am to 07:00 pm\nVenue : Djeuga Palace Hotel\, Yaounde (Onsite Registration)\nZoom platform (Online Registration)\nTheme : Human Security and Strategic Peacebuilding for Sustainable Development in Africa \nBackground  \nThe global incidence of violent conflicts and insecurity is considered one of the most urgent development problems in the world today.  In theory\, most people and institutions around the world welcome and support the vision of security and a violent free world for sustainable peace and sustainable development. Sadly\, however\, it remains elusive\, especially in many parts of Africa that are still inundated with problems of security\, violent conflicts\, and wars. Cycles of the financial crisis\, pandemics such as COVID-19\, natural disasters\, enduring and escalating violent conflicts and wars\, terrorism\, injustice\, food insecurity\, have not only brought havoc to the peace and security of nation-states but have resulted in disastrous consequences for the survival\, well-being\, and dignity of individuals across national boundaries in Africa and beyond.  So far\, opinions differ regarding the character of progress made to instil peace and security in the African continent\, especially by warding off the dark history of militarisation in the face of conflicts from the 1960s and 1980s. Apparently\, in embracing the democratisation processes from the 1990s\, and taking into consideration the UN Sustainable Development Agenda 2030; and AU’s Agenda 2063\, to ‘Silence the Guns’; militarisation appears a favoured approach for many African governments in conflicts situations. However\, experience in many parts of Africa has revealed that extensive deficits exist in the militaristic approach or again state-centric approach to security and peacebuilding\, especially with the increasing asymmetric violent conflicts involving state security forces and violent extremist groups.\nIn addition to the human and financial costs\, one of the criticisms that have been raised in the literature about the militaristic approach to managing societal conflict is that it does not address the underlying reasons for why people engaged in violent conflicts in the first place (the epicentre of the conflict). Instead\, it focuses on the symptoms (the conflict episode) of much deeper and more complex structural factor that is at the root of the ‘violent’ conflict. It is therefore not surprising that states emerging from the war in many parts of Africa (and other countries in fragile situations fragile states) also frequently relapse into war. Moreover\, in today’s interconnected world\, the concept of security extends well beyond the traditional analysis of the military actions/ state-centric approach to security and diplomatic policies of the nation-state\, to embrace the human security concept.\nHuman security is an important component of the global political and development agenda. It encompasses firstly\, the protection of individuals as a strategic concern for national as well as international security; secondly\, it spells out that the security conditions for people’s development are not bound to traditional matters of national defence\, law\, and order\, but rather encompass all political\, economic and social issues enabling a life free from want\, fear and humiliation… Human security does not seek to supplant state security\, but rather to complement it. Such a holistic approach has the potential of contributing to more resilient societies where people are safe from chronic threats such as abject poverty\, hunger\, disease\, violence\, and repression\, and protected from sudden and hurtful disruptions in their daily lives.\nBeing strategic in peacebuilding initiatives mean new approaches to increase the prospects for peacebuilding success\, which right now hover around 30%\, especially in Africa. Thus\, in the context of the theme of this forum\, strategic peacebuilding is a holistic and conscious effort that covers a broad range of measures implemented in the context of emerging\, current\, or post-conflict situations in Africa and which are explicitly guided and motivated by a primary commitment to the prevention of violent conflict and the promotion of lasting and sustainable peace and sustainable development. Hence\, in developing the theme for this forum\, we are motivated by the assumption that if the world nations and leaders collaboratively focus on enabling human security in the peacebuilding and development process\, they have a chance of meeting their citizens’ aspirations for security and peace\,  thereby contributing towards a peaceful and equitable society and by extension also contributing to sustainable development goals (especially SDG 16 which focuses on promoting just\, peaceful and inclusive societies for sustainable development ‘for all’ by 2030).\nHence\, some fundamental questions that will inform the discussions are: \nWhat are the pitfalls of the preference by African governments of a purely militaristic/state centric approach to security in the Continent?\nHow can human security and peacebuilding principles be strategically integrated into peacebuilding programming for the effectiveness of peace and development projects?\n What role can human security and strategic peacebuilding play in enabling sustainable peace for sustainable development in Africa? \nObjectives of the forum \nThe main objective of this Nkafu-Africa Forum is to discuss strategies to advocate and promote the investment in human security and strategic peacebuilding for sustainable peace and development in Africa. These organizations are known primarily for providing the structural support that allows new businesses to grow and become financially independent. The main mission of these structures is to support and guide entrepreneurs who need advice on how to structure their project and make it viable\, whether they are in the idea phase\, a start-up company or already well-structured companies looking to accelerate their growth. In the last decade\, sub-Saharan Africa has also witnessed a proliferation of BSOs\, and it is hoped that they will play a key role in attaining the United Nations Sustainable Development Goals (SDGs)\, especially with regards to gender equality and the promotion of sustained and inclusive economic growth. Yet\, the effectiveness and impact of these business support organizations remain largely unexplored. Likewise\, their role in accelerating the economic transformation of Africa seems hard to be established.\nSince September 2020\, the Nkafu Policy Institute\, a Think Tank at the Denis and Lenora Foretia Foundation\, in partnership with organizations in Ghana (Innohub LTD) and Burkina Faso (Burkina Business Incubator)\, is implementing a 2-year project. This project is entitled: “Social Entrepreneurship for Sustainable Development in sub-Saharan Africa: Lessons learned from business incubation in Cameroon\, Burkina Faso\, and Ghana” and is funded by the International Development Research Centre (IDRC).
