SUMMARY:Small Business Management and Entrepreneuship Skills – Douala
DESCRIPTION:Small and Medium Size Enterprises (SMEs) contribute around 36% of Cameroon’s GDP\, make-up over 90% of businesses in Cameroon\, and employ above 60% of the population. Yet\, glaring realities indicate that enormous potentials inherent in this sector are unfortunately not fully-harnessed – especially given that more than 70% of SMEs still operate informally.It is against this backdrop that the Small Business and Entrepreneurship Center (SBEC) at the Denis and Lenora Foretia Foundation is inviting small business owners in the formal and informal sectors\, Business Women Associations\, Farmers\, Agribusiness persons\, and all prospective business owners to apply to be a part of it’s Training Workshop on \n“Small Business Management and Entrepreneurship skills”. \nThis training organized within the framework of the Canadian Fund for Local Initiative (CFLI) project in Cameroon\, will take place on Thursday September 26\, 2019 at DK Hôtel Bonaberi\, Cameroon.\nThe Small Business and Entrepreneurship Center (SBEC) focuses on providing the tools for establishing and expanding businesses in the private sector to spur economic growth. SUMMARY:Atelier de Formation: Compétences de base en gestion des entreprises – Yaoundé
DESCRIPTION:Atelier de Formation des PME : “Compétences de base en gestion des entreprises”————————\nLes Petites et Moyennes Entreprises (PME) contribuent pour environ 36% au PIB du Cameroun\, constituent plus de 90% des entreprises Camerounaises et emploient plus de 60% de la population. Pourtant\, des statistiques alarmantes indiquent que d’énormes potentialités inhérentes à ce secteur ne sont malheureusement pas pleinement exploitées – d’autant plus que plus de 70% des PME fonctionnent encore de manière informelle.\nL’accès au financement est un facteur clé de la croissance des PME. Cependant\, en raison des difficultés rencontrées par les institutions financières pour obtenir des informations sur les emprunteurs (solvabilité\, absence d’états financiers fiables des PME\, absence de garanties adéquates et absence de plan d’affaires détaillés)\, elles deviennent réticentes à accorder des prêts à ces PME. Selon le rapport d’étude 2009 du FMI\, les fortes taxes et le plafond de 15 % des intérêts sur les prêts aux PME découragent également la volonté de ces institutions de financer le secteur.\nLa plupart des PME sont gérées par des propriétaires qui ne possèdent généralement pas les compétences managériales nécessaires pour favoriser la croissance de ces entreprises.  La faible capacité à adopter les bonnes pratiques de gestion\, l’inadéquation du niveau de compétences\, l’absence de procédures comptables appropriées et une mauvaise planification financière entravent la performance et la croissance d’un grand nombre de petites et moyennes entreprises au Cameroun.\nEn plus de ces défis\, le non-respect de la réglementation fiscale est un facteur entravant le développement des PME. D’après le Recensement Général des Entreprises 2016 (RGE-2) réalisé en 2016 par l’Institut National de la Statistique (INS) du Cameroun\, la majorité des entreprises (78\,4%) sont des entreprises individuelles soumises au “Système d’imposition forfaitaire”. Yet\, glaring realities indicate that enormous potentials inherent in this sector are unfortunately not fully-harnessed – especially given that more than 70% of SMEs still operate informally.\n Access to finance is a key factor to the growth of SMEs but that notwithstanding\, because of the difficulties faced by financial institutions in obtaining information on the borrowers-solvency\, lack of reliable financial statements of SMEs\,\, absence of guarantee or inadequate collateral and lack detailed business plan \, they  become reluctant to award loans to these SMEs. According to the 2009 IMF study report heavy taxes and 15% interest ceiling on loans to SMEs also discourage these institutions from financing the sector.\nMost SMEs are managed by the owners who do not usually possess the right managerial skills to foster growth of these companies.  Failure to adopt best management practices\, lack of adequate managerial skills\, lack of proper accounting procedures and poor financial planning are constraining the performance and growth of a significant number of small and medium enterprises in Cameroon.\nIn addition to these challenges\, noncompliance with the Tax regulations are factors hindering the development of the SMEs. Based on the General Business Census 2016 (RGE-2) conducted by the National Institute of Statistics – Cameroon 2016\, the majority of companies (78.4%) are sole proprietorship which are subject to the “flat rate tax system”. C’est dans cette optique que nous nous sommes engagés dans une approche contemporaine\, à encourager une plus grande participation des citoyens à la promotion de la paix dans leurs communautés et à la recherche de solutions aux problèmes communs.\nObjectif de l’évènement\nL’objectif de cet événement est de proposer des solutions citoyennes au travers desquelles le Cameroun peut accélérer son progrès vers la résolution des conflits actuels. SUMMARY:The Quest for Citizens Participation in Promoting Peace in Cameroon – Dschang
DESCRIPTION:CONCEPT NOTEBackground  \nCameroon at crossroads in its history? For decades now\, while many other African countries have been engulfed in conflicts\, Cameroon had been admired by many as a peace loving and stable country. But it would appear events in recent times are fast eroding that notion as the country is being confronted with a series of challenges. It is in this light that we are embarking on contemporary approach trying to encourage greater participation of the citizens in promoting peace in their community and in finding solutions to their common problems.\nObjective of the event\nThe objective of this event is to propose citizen solutions through which Cameroon can accelerate its progress towards the resolution of current conflicts. SUMMARY:Will Cameroon Benefit from the African Continental Free Trade Area?
DESCRIPTION:CONCEPT NOTEWILL CAMEROON BENEFIT FROM THE AFRICAN CONTINENTAL FREE TRADE AGREEMENT? The African Continental Free Trade Area (ACFTA) was officially launched on July 7\, 2019\, during the 12th extraordinary summit of the African Union held from July 4 to 8\, 2019 in Niamey\, Niger. On July 19\, 2019\, the Cameroonian authorities finally ratified the ACFTA signed on March 21st\, 2018 in Kigali\, Rwanda\, along with 43 other African countries.\nFor a large majority of economists and analysts\, the ACFTA has many advantages. First\, it will bring together 1.3 billion people\, create a $3.4 trillion economic block and usher in a new era of development on the continent. Second\, it will enable African economies to strengthen South-South cooperation\, conquer new markets and diversify sources of supply. Third\, according to the United Nations Economic Commission for Africa (UNECA)\, intra-African trade could increase by more than 50% and even double within 10 years after the entry into force of the ACFTA compared to approximately 15% currently.\nHowever\, in an increasingly globalized world\, only the most competitive countries (i.e. countries with strong economic fundamentals and strategic frameworks or with diversified sources of growth) are likely to gain the largest market shares in trade.\nThe Cameroon economy\, considered as the driving force of the Economic and Monetary Community of Central Africa (CEMAC)\, is currently facing major structural challenges. Indeed\, according to a 2018 report by the Nkafu Policy Institute\, 79.1% of Cameroonian believe the economic situation of the country is bad or very bad. The report also notes that the poverty level is alarming as less than 17.65% of Cameroonian adults earn more than 200\,000 FCFA (i.e. 400 US dollars approximately).\nIn addition to the above statistics\, the Small and Medium Size Enterprises landscape in Cameron is very young and fragile. For example\, in 2016\, the General Enterprise Census reports that 77.5% of the companies listed were at most 6 years old. Also\, some obstacles prevent entrepreneurs to fully establish and grow their enterprises. These obstacles include taxation\, the cost and access to credit\, and formalities just to name but a few.\nIn view of all this\, the following set of questions could be asked: Does the Cameroon economy have all the tools to become competitive within the framework of the ACFTA? What can be the potential benefits it can derive from the ACFTA? Will it be resilient to the transmission of negative shocks that could result from the ACFTA? Will the agreement enable the country to achieve strong growth in order to achieve the vision of an emerging Cameroon by 2035?\nPurpose of the event\nThe objective of this debate is to compare the views of the different Cameroonian experts on the opportunities and challenges offered to Cameroon by the African Continental Free Trade Area.\nThis is a public debate on the theme: ”Will Cameroon benefit from the African Continental Free Trade Agreement?”. Indeed\, some observers believe that this area will strengthen economic growth in Cameroon through increased foreign trade. SUMMARY:Will Cameroon Benefit from the African Continental Free Trade Area?
DESCRIPTION:CONCEPT NOTE\nWILL CAMEROON BENEFIT FROM THE AFRICAN CONTINENTAL FREE TRADE AGREEMENT? \nThe African Continental Free Trade Area (ACFTA) was officially launched on July 7\, 2019\, during the 12th extraordinary summit of the African Union held from July 4 to 8\, 2019 in Niamey\, Niger. On July 19\, 2019\, the Cameroonian authorities finally ratified the ACFTA signed on March 21st\, 2018 in Kigali\, Rwanda\, along with 43 other African countries.\nFor a large majority of economists and analysts\, the ACFTA has many advantages. First\, it will bring together 1.3 billion people\, create a $3.4 trillion economic block and usher in a new era of development on the continent. Second\, it will enable African economies to strengthen South-South cooperation\, conquer new markets and diversify sources of supply. Third\, according to the United Nations Economic Commission for Africa (UNECA)\, intra-African trade could increase by more than 50% and even double within 10 years after the entry into force of the ACFTA compared to approximately 15% currently.\nHowever\, in an increasingly globalized world\, only the most competitive countries (i.e. countries with strong economic fundamentals and strategic frameworks or with diversified sources of growth) are likely to gain the largest market shares in trade.\nThe Cameroon economy\, considered as the driving force of the Economic and Monetary Community of Central Africa (CEMAC)\, is currently facing major structural challenges. Indeed\, according to a 2018 report by the Nkafu Policy Institute\, 79.1% of Cameroonian believe the economic situation of the country is bad or very bad. The report also notes that the poverty level is alarming as less than 17.65% of Cameroonian adults earn more than 200\,000 FCFA (i.e. 400 US dollars approximately).\nIn addition to the above statistics\, the Small and Medium Size Enterprises landscape in Cameron is very young and fragile. For example\, in 2016\, the General Enterprise Census reports that 77.5% of the companies listed were at most 6 years old. Also\, some obstacles prevent entrepreneurs to fully establish and grow their enterprises. These obstacles include taxation\, the cost and access to credit\, and formalities just to name but a few.\nIn view of all this\, the following set of questions could be asked: Does the Cameroon economy have all the tools to become competitive within the framework of the ACFTA? What can be the potential benefits it can derive from the ACFTA? Will it be resilient to the transmission of negative shocks that could result from the ACFTA? Will the agreement enable the country to achieve strong growth in order to achieve the vision of an emerging Cameroon by 2035?\nPurpose of the event\nThe objective of this debate is to compare the views of the different Cameroonian experts on the opportunities and challenges offered to Cameroon by the African Continental Free Trade Area.\nThis is a public debate on the theme: ”Will Cameroon benefit from the African Continental Free Trade Agreement?”. Indeed\, some observers believe that this area will strengthen economic growth in Cameroon through increased foreign trade. DESCRIPTION:NOTE CONCEPTUELLELE CAMEROUN BÉNÉFICIERA T’IL DE L’ACCORD DE LIBRE ÉCHANGE AFRICAIN?La Zone de Libre-Échange Continentale Africaine (ZLECAf) a été officiellement lancée le 7 juillet 2019\, lors du 12e sommet extraordinaire de l’Union africaine tenu du 4 au 8 juillet 2019 à Niamey\, au Niger. Le 19 juillet 2019\, les autorités camerounaises ont finalement ratifié l’accord sur la ZLECAf signé le 21 mars 2018 à Kigali\, au Rwanda\, avec 43 autres pays africains.\nPour une large majorité d’économistes et d’analystes\, la ZLECAf présente de nombreux avantages. Premièrement\,  elle réunira 1\,3 milliards de personnes\, créera un bloc économique de 3\,4 trillions de dollars et inaugurera une nouvelle ère de développement sur le continent. Deuxièmement\, elle permettra aux économies africaines de renforcer la coopération Sud-Sud\, de conquérir de nouveaux marchés et de diversifier les sources d’approvisionnement. Troisièmement\, selon la Commission Economique des Nations Unies pour l’Afrique (UNECA) les échanges intra-africains pourraient augmenter de plus de 50% et même doubler d’ici 10 ans après l’entrée en vigueur de la ZLECAf contre approximativement 15% actuellement.\nCependant\, dans un monde de plus en plus globalisé\, seuls les pays les plus compétitifs (c’est-à-dire les pays disposant de fondamentaux économiques et de cadres stratégiques forts ou bien ayant des sources de croissance diversifiées) ont des chances de se tailler des plus grosses parts de marchés dans les échanges commerciaux.\nConsidérée comme le moteur de la Communauté Economique et Monétaire de l’Afrique Centrale (CEMAC)\, l’économie camerounaise\, est actuellement confrontée à des défis structurels majeurs. En effet\, selon un rapport de 2018 du Nkafu Policy Institute\, 79\,1% des Camerounais estiment que la situation économique du pays est mauvaise ou très mauvaise. Le rapport note également que le niveau de pauvreté est alarmant puisque moins de 17\,65% des adultes camerounais gagnent plus de 200.000 FCFA (soit environ 400 dollars US).\nEn plus des statistiques ci-dessus\, le paysage des petites et moyennes entreprises au Cameron est très jeune et fragile. Par exemple\, en 2016\, le Recensement Général des Entreprises (RGE Numéro 2) indique que 77\,5 % des entreprises répertoriées avaient au plus six ans. Davantage\, certains obstacles empêchent les entrepreneurs de s’établir et de développer pleinement leurs entreprises au Cameroun. Ces obstacles comprennent la fiscalité\, l’accès au crédit et les formalités\, pour n’en citer que quelques-uns.\nAu regard de tout ceci\, la série de questions suivante pourrait être posée : L’économie camerounaise dispose-t-elle de tous les outils pour devenir compétitive dans le cadre de la ZLECAf ? Quels sont les avantages pouvant être tirés de cet accord ? L’économie camerounaise sera –t-elle résiliente face à la transmission des chocs négatifs pouvant résulter de la ZLECAf ? Pour finir\, l’accord permettra-t-il au pays de réaliser une forte croissance afin de concrétiser la vision d’un Cameroun émergent d’ici 2035 ?\nObjectif de l’événement\nL’objectif de ce débat est de croiser le regard des différents experts camerounais sur les opportunités et les challenges offerts par la Zone de Libre Echange Continentale Africaine au Cameroun.\nIl s’agit d’un débat public sur le thème : ” Le Cameroun Bénéficiera-t-il de l’Accord de Libre-Échange Continental Africain ? “. En effet\, certains observateurs estiment que cette zone renforcera la croissance économique au Cameroun grâce à l’accroissement du commerce extérieur. For nearly a decade\, the country\, once described as a haven of peace in Africa\, has been sinking into a spiral of conflict. Institutional solutions have been initiated to ensure a favorable response to the end of the crisis. There is an urgent need to adopt contemporary approaches to democracy that emphasize the importance of citizen participation as vectors of political legitimacy in the development of public policies and laws. In principle\, from a democratic point of view\, it would seem that we should always advocate for greater participation of citizens in the search for solutions.\nObjective of the event\nThe objective of this event is to propose citizen solutions through which Cameroon can accelerate its progress towards the resolution of current conflicts. Moreover\, the Assembly of the African Union declared 2014–2024 the Madiba Nelson Mandela Decade of Reconciliation in Africa.\nIn times of turbulence and national crises as depicted today in many parts of Africa (including Cameroon) where violent conflicts have resulted from struggles for effective and inclusionary governance; perceived sense of  marginalisation and injustice; lack of fundamental freedoms; weak electoral processes and corrupt politico-administrative practices; the rise in intolerance\, social media hate speech and violent extremism\,  Nelson Mandela’s legacy shows us the power of positively resisting oppression\, of justice over inequality\, of dignity over humiliation\, of forgiveness over hatred.  In fact\, this legacy has never been so critically important as today when the international community is committed to promoting a peaceful\, just and inclusive world as depicted in the UN 2030 Sustainable Development agenda which states in its preamble:  “we are determined to foster peaceful\, just and inclusive societies which are free from fear and violence. There can be no sustainable development without peace and no peace without sustainable development.” It suffices for us to recall here the essential humanism that guided Nelson Mandela: “For to be free is not merely to cast off one’s chains\, but to live in a way that respects and enhances the freedom of others.” Nelson Mandela stood for the fundamental rights of all human beings\, regardless of gender\, nationality or race. The Nelson Mandela International day is also an annual international day of humanitarian action in celebration of his life and legacy. In principle\, from a democratic point of view\, it would seem that we should always advocate for greater participation of citizens in the search for solutions.\nPurpose of Event\nThe objective of this event is to propose community solutions through which Cameroon can accelerate its progress towards   resolution of current conflicts. SUMMARY:Nkafu Debates: Economic Freedom vs Foreign Aid
DESCRIPTION:ECONOMIC FREEDOM SHOULD BE VALUED OVER DEVELOPMENT AIDCONCEPT NOTEFor more than 60 years\, international agencies and donor organizations/countries have given aid to developing countries to stimulate economic development\, yet poverty has been persistent in many of these recipient nations. Nowadays\, economists and development agencies have recognized the importance of institutions that support economic freedom and property rights in promoting development. However\, nations and developing agencies continue to provide aid to developing countries. This raises two important questions: should economic freedom be valued over development aid or vice versa?\nCombining data available on The 2018 Index of Economic Freedom and The World Bank Poverty Indicators suggests that countries most lacking in economic freedom are about 30 times more likely to live below the poverty threshold when compared with countries ranking top in the economic freedom index. South Korea and Ghana for example had the same GDP per capita in 1957\, but the former later embraced economic freedom (foreign investment\, trade liberalization\, etc.)\, while the latter instead went down another path\, with a socialist government sustained by foreign aid. By 1990\, South Korea’s GDP was 10 times that of Ghana.\nSub-Saharan Africa is an aid magnet and more than $400 billion has flowed into this sub-region since 1970. If foreign aid worked\, then Africa would be booming in prosperity. Contrarily\, countries that were once poorer than much of Africa (South Korea\, Singapore\, Taiwan and Hong Kong) but adopted free markets and globalism in trade developed much more than Africa. This prompts one to insinuate that economic freedom- and not development aid- is the proven escape hatch from an otherwise never-ending loop of intergenerational poverty.\nEven though Cameroon is dominated by a strong central government with persistent human rights problems\, and ranks 145th out 180 countries in The 2019 Index of Economic Freedom\, the net official development assistance and official aid received in the country was reported at $756\,460\,000 in 2016\, (World Bank\, 2017). As a welfare state\, it falls under the category of “mostly unfree” countries with high tax rates (the government wage bill is a 1/5 of the annual budget\, VAT 19.25% and corporate tax rate of 33% – higher than Nigeria’s 30%). There are several state-owned enterprises operating on deficits and sometimes depending on bailout money and subsidies from the state. The country continues to suffer from endemic corruption\, weak rule of law\, poor infrastructure\, top-heavy civil service and a large inefficient parastatal system. Cameroon has a bloated government (66 ministers and state secretaries) for an economy with a GDP of $35 billion\, while South Africa with a GDP of $350 billion has 33 ministerial portfolios. DESCRIPTION:PRIVILEGIER LA LIBERTE ECONOMIQUE A L’AIDE AU DEVELOPPEMENTNOTE CONCEPTUELLEDepuis plus de 60 ans\, les bailleurs de fonds (les organismes internationaux et les pays donateurs) aident les pays pauvres à stimuler leurs développements économiques\, mais la pauvreté persiste toujours dans un certain nombre de ces pays bénéficiaires. Aujourd’hui\, les économistes et les agences de développement ont reconnu l’importance des institutions qui soutiennent la liberté économique et les droits de propriété dans la promotion du développement. Toutefois\, les pays développés et les institutions internationales continuent de fournir de l’aide aux pays pauvres. Cela soulève une question importante : la liberté économique doit être privilégiée par rapport à l’aide au développement?\nLa combinaison des données disponibles sur l’Indice de liberté économique en 2018 et les Indicateurs de pauvreté de la Banque mondiale suggère que les pays qui manquent le plus de liberté économique sont environ 30 fois plus susceptibles de vivre en dessous du seuil de pauvreté que les pays qui se classent en tête dans l’indice de liberté économique. La Corée du Sud et le Ghana\, par exemple\, avaient le même PIB en 1957\, mais la Corée du sud a embrassé la liberté économique (investissement étranger\, libéralisation du commerce\, etc.)\, tandis que le second s’est engagé dans une autre voie\, avec un gouvernement socialiste soutenu par l’aide au développement. En 1990\, le PIB de la Corée du Sud était dix fois supérieur à celui du Ghana.\nL’Afrique subsaharienne est un pôle d’attraction de l’aide et plus de 400 milliards de dollars ont afflué dans cette sous-région depuis 1970. Si l’aide étrangère était efficace à réduire la pauvreté\, l’Afrique connaîtrait une prospérité florissante. Au contraire\, les pays qui étaient autrefois plus pauvres que la plupart des pays africains (Corée du Sud\, Singapour\, Taiwan et Hong Kong) mais qui ont adopté la libre entreprise et la libéralisation du commerce sont développés beaucoup plus que l’Afrique. Cela incite à insinuer que la liberté économique – et non l’aide au développement – est l’échappatoire éprouvée à une boucle sans fin de pauvreté intergénérationnelle.\nMalgré que le Cameroun reste dominé par un fort gouvernement central avec des problèmes persistants en terme de droits de l’homme et qu’il se classe 145e sur 180 pays dans l’Indice de liberté économique de 2019\, l’aide publique au développement nette et l’aide publique reçue dans le pays sont élevées à 756 460 000 $ en 2016 (Banque mondiale\, 2017). En tant qu’Etat providence\, il fait partie de la catégorie des pays “pour la plupart non libres” avec des taux d’imposition élevés (la masse salariale de l’Etat représente 1/5 du budget annuel\, la TVA de 19\,25% et le taux d’imposition des entreprises 33% – supérieur aux 30% du Nigeria). Plusieurs entreprises d’État sont déficitaires et dépendent parfois de l’argent des plans de sauvetage et des subventions de l’État. Le pays continue de souffrir d’une corruption endémique\, d’un État de droit faible\, d’infrastructures médiocres\, d’une fonction publique très lourde et d’un vaste système parapublic inefficace\, et pire encore\, se classe 166e sur 190 pays dans l’indice Doing Business Index pour 2017.\nObjectif de l’événement\nL’objectif de ce débat est de réunir des experts dans les domaines de la liberté économique\, du développement économique et de l’aide au développement pour échanger leurs différents points de vue sur la priorité de la liberté économique sur le développement ou vice versa.\nIl s’agit d’un débat public en direct sur le thème “La liberté économique doit être privilégiée à l’aide au développement”. DESCRIPTION:CONCEPT NOTEThink tanks are public-policy research analysis and engagement organizations that generate policy-oriented research\, analysis\, and advice on domestic and international issues\, thereby enabling policy makers and the public to make informed decisions about public policy (Credit: Jim McGann). Think Tanks play big roles in transforming our societies. They are involved in promoting research-based decision-making in the areas of education\, entrepreneurship\, economic development\, leadership\, healthcare innovation\, governance and democracy\, to name but a few. For example\, they produce policy briefs for decision-makers that are in fact\, findings and recommendations from research papers in an easy-to-read and short document (2\,500 words maximum).The 2017 Global Go To Think Tank Index Report\, listed 7\,815 think tanks around the world. 8.5% (of 7\,815) are based in Sub-Sahara Africa i.e.\, 665 think tanks. Cameroon has 22 think tanks that are listed\, and\, the first Cameroonian think tank comes in the 88thposition\, out of 90 in Sub-Sahara Africa.\nThe purpose of this event is to highlight the critical role Think Tanks play in Cameroon. This is also an opportunity to explore the think tank landscape in Cameroon. An objective is to create a platform that engages and mobilizes think tanks which have demonstrated their ability to produce independent and cutting-edge analysis on a wide range of topics.\nThis event is in line with the vision and mission of the Nkafu Policy Institute\, a think tank at the Denis and Lenora Foretia Foundation. The ceremony will allow the Foundation to renew its partnership with the press and to jointly define better prospects for the future in the context of its activities.
