SUMMARY:L’augmentation Des Taxes Va-T-Elle Accroitre Les Revenus Fiscaux Au Cameroun ?
DESCRIPTION:L‘imposition est un moyen par lequel les gouvernements financent leurs dépenses en prélevant des frais aux citoyens et aux entreprises. En général\, les impôts peuvent être directs ou indirects. Par exemple\, l’impôt sur le revenu est un impôt direct tandis que la taxe sur la valeur ajoutée (TVA) sur les biens vendus est un impôt indirect.Selon Arthur Laffer\, toute augmentation des impôts n’entraîne pas nécessairement une augmentation des recettes publiques. Sa thèse\, démontrée par la courbe de Laffer\, dit : ” Trop d’impôts tue l’impôt “. Autrement dit\, si les taux d’imposition sont trop élevés dans une économie\, les agents économiques sont découragés et ne travaillent pas avec ardeur. Ceci entraîne une diminution des revenus anticipés par le gouvernement.En se basant sur la courbe de Laffer\, on peut en déduire deux écoles de pensée. La première école soutient qu’un régime fiscal favorable\, avec des taux bas\, agit comme un catalyseur pour le développement des start-ups\, des investissements directs étrangers et des investissements privés. La deuxième école démontre qu’un taux d’imposition défavorable\, avec des taux élevés\, a un effet négatif sur les décisions d’investissement\, la croissance économique et l’emploi.\nEn Afrique\, les gouvernements ont tendance à augmenter les impôts afin de gagner plus de revenus. En effet\, la chute des prix des produits de base et les mauvaises structures économiques ont entraîné un cycle rapide d’endettement\, réduisant ainsi les ressources disponibles pour financer les biens et services publics. La fiscalité devient alors un outil stratégique interne utilisé par ces gouvernements pour résoudre cette situation. Cependant\, les pays africains sont confrontés à un dilemme. En effet\, un fardeau fiscal trop lourd peut écraser l’activité alors qu’un régime fiscal trop faible peut priver une économie de l’oxygène dont elle a besoin pour progresser.\nAu Cameroun\, la fiscalité reste le premier obstacle au développement des activités entrepreneuriales (Recensement Général des Entreprises\, 2016). En effet\, une fiscalité élevée empêcherait les entrepreneurs de s’établir et de s’épanouir pleinement. Par exemple\, l’impôt sur les sociétés (33 % au total) et la taxe sur la valeur ajoutée (19\,25 %) restent élevés par rapport à des pays comme le Nigeria ou le Rwanda.\nDavantage\, le gouvernement du Cameroun crée de ” nouvelles taxes ” chaque année. Par exemple\, dans le Budget 2019\, une taxe de 200 F CFA par application a été créée pour les logiciels et les applications qui sont téléchargés en ligne par téléphone ou par tablette. En outre\, le projet de loi de finances pour 2020 prévoit d’augmenter les taxes sur les cosmétiques et les cheveux artificiels entre autres.\nLa situation décrite ci-dessus a conduit au développement et à la prédominance du secteur informel au Cameroun. En effet\, la majorité des entreprises préfèrent rester informelles (environ 89% des petites entreprises) pour éviter de subir une fiscalité élevée. En conséquence\, le gouvernement ne peut pas percevoir la totalité des montants prévus.\nCe débat portera sur la meilleure façon pour les gouvernements en Afrique d’augmenter les recettes fiscales\, en mettant un accent sur le Cameroun. Cependant\, la question principale demeure : Le Cameroun devrait-il donner la priorité à plus d’impôts ou à des taux d’imposition élevés pour augmenter les recettes fiscales ?\nObjectif de l’événement\nL’objectif de ce débat est de comparer les points de vue de différents experts camerounais sur la meilleure méthode d’optimisation des recettes fiscales au Cameroun.\nIl s’agit d’un débat public sur le thème : ‘‘L’augmentation des taxes va-t-elle accroitre les revenus fiscaux au Cameroun ?’’. En effet\, certains observateurs pensent que le gouvernement peut maximiser les recettes fiscales avec de faibles taux d’imposition (c’est la pensée efficiente). SUMMARY:Bamenda: Common sense solutions to promote peace in Cameroon
DESCRIPTION:CONCEPT NOTEBackground  \nCameroon at crossroads in its history? For decades now\, while many other African countries have been engulfed in conflicts\, Cameroon had been admired by many as a peace loving and stable country. But it would appear events in recent times are fast eroding that notion as the country is being confronted with a series of challenges. It is in this light that we are embarking on contemporary approach trying to encourage greater participation of the citizens in promoting peace in their community and in finding solutions to their common problems.\nObjective of the event\nThe objective of this event is to propose citizen solutions through which Cameroon can accelerate its progress towards the resolution of current conflicts. DESCRIPTION:CONCEPT NOTES – SBEC 2019 Forum on the Theme :\n“HARMONIZATION OF THE ENTREPRENEURSHIP ECOSYSTEM IN CAMEROON FOR SUSTAINABLE GROWTH”.   \nBACKGROUND:\n In the Cameroon economy\, small and medium-sized enterprises (SMEs) are regarded as vectors for job and wealth creation. According to statistics from the Ministry of Small and Medium-Sized Enterprises\, Social Economy and Handicrafts\, there are more than 400\,000 companies in the informal sector and out of these\, 99% are SMEs. This dynamic presence helps generate growth and redistribute wealth in society. Their important role in reducing poverty in Cameroon is also gaining recognition. Small and Medium Size Enterprises (SMEs) contribute around 36% of Cameroon’s GDP\, make-up over 90% of businesses in Cameroon\, and employ above 60% of the population. Notwithstanding\, evident realities indicate that enormous potentials inherent in this sector are unfortunately not fully harnessed – especially given that more than 70% of SMEs still operate informally.\n    However\, the incubation and capacity building process of existing and potential entrepreneurs requires an enabling environment that provides sufficient quantities and qualities of physical\, financial\, human\, information and relationship resources. The business environment in Cameroon is good but the lack of resource harmonization in the Cameroon Entrepreneurship sphere is considered to be among the main causes of short-run business failure and poor competitive capacity. SMEs in Cameroon face significant challenges in terms of Managerial skills\, lack of capital\, networking and lack of dedicated agencies to assist the existing and potential entrepreneurs. The Agency and Bank for the Promotion SMEs in Cameroon are yet to produce the expected results. The incubation process\,   growth\, and sustainability of most entrepreneurs in Cameroon can be greatly improved through  networking especially in business management and entrepreneurship skills. The first complain of every entrepreneur in Cameroon center around lack of capital while the rest of the component needs follow.\n  Taxation is not a hindrance to Entrepreneurship development in Cameroon per say. Taxes are paid when value chains are created\, No business no taxation.  Notwithstanding\, the knowledge of taxation and registration of business cannot be underrated. Cameroon is an environment that has plenty of resources but is deficient in terms of organization\, resource access\, and stakeholder behavior constitutes an additional challenge for entrepreneurs in Cameroon. In most cases\, they lack access to information despite the existence of the internet and relevant media plat forms.  Moreover\, Cameroon has enormous Human Resources\, Capital\, big market outlets\, the death rates of Small and Medium-Sized Enterprises remain high in Cameroon. For example\, the Cameroonian community and institutions have demonstrated great resilience in response to the massive refugee crises on their various borders (e.g with Chad\, CAR and Nigeria) including the terrorist attacks imposed on them in the Far-North by the Nigerian home-grown and deadly terrorist group Boko Haram. Cameroonians have called themselves ‘peaceful’ and tolerant’ people. However\, since October 2016\, with the emergence of the current Armed conflict in North- West (NW) and South-West (SW) Regions\, this image of the country as an island of peace among many troubled countries and Cameroonians as ‘tolerant and peace-loving people’ has dramatically changed not for the good.\nRationale for the Training Workshop\n    In joining voices and to move the talk for the need for a peaceful resolution of the current violent conflict in the NW and SW Regions of Cameroon\, The Nkafu Policy Institute (NPI) of The Denis & Lenora Foretia Foundation (DLF) has recently instituted a project titled: “Promoting lasting peace in Cameroon.” Within this broad project\, NPI plans to host two leadership and capacity-building workshops for peace advocates. The organization will identify fifty (50) influential community leaders from all ten regions of Cameroon. The Denis and Lenora Foretia Foundation believes this diverse group of peace advocates will be able to bridge Cameroon’s tribal\, cultural\, political\, and linguistic divides and promote peace in their communities.\nOverall objective\n   To give participants the opportunity to inspire their communities as Peace Advocates/Agent: A Peace Advocate is an active peace builder who guides others in the endeavour of building sustainable peace starting with their own practice and community sharing.\n \nSpecific Objectives\n    \n        Specifically\, this training workshop will: \ngive participants the tools and connections necessary to advocate for tolerance\, justice\, the rule of law\, and respect for democratic principles.\nempower and enable participants to actively engage in local level decision-making processes and to the monitoring\, prevention\, management\, resolution and transformation of conflicts in order to promote peace outcomes and social cohesion.\nencourage the peace advocates to speak publicly with the aim of contributing to peace\nconduct a conflict critical analysis to understand best strategies in implementing peace process in affected regions \nWho can participate?\n      This training opportunity gives equal chance to both men and women\, from all the 10 regions of Cameroon.  It particularly targets youth and women leaders who have so far influence their communities through their work for peace and development; civil society advocates\, community leaders (including traditional authorities and church leaders)\, the media\, students and all those interested in contributing to  peaceful and sustainable solution to the current destructive conflict in the Anglophone NW and SW Regions in particular and  Cameroon at large.\nNumber of participants\nWe are expecting to build the capacity of 50 peace advocates (Who have registered online through our call for application).

DESCRIPTION:Il existe un débat sur les paradigmes économiques à mettre en œuvre pour développer les pays dans le monde entier. Ce débat oppose les partisans du libre marché aux protectionnistes. Selon le premier groupe\, les principaux avantages d’une économie de libre marché sont : la présence d’une concurrence qui permet d’orienter les ressources dans les secteurs où elles sont le plus efficacement utilisées ; l’augmentation des choix et de l’utilité des consommateurs ; l’absence de la bureaucratie et des lourdeurs administratives. Une économie de libre marché réduirait aussi les coûts administratifs de l’entreprise. Par conséquent\, l’avantage découlant de cette réduction des coûts pourrait être injecté dans d’autres activités telles que la recherche et le développement.Davantage\, le système d’économie de marché aurait contribué à réduire la pauvreté dans le monde en ce sens que 80% des êtres humains vivaient dans l’extrême pauvreté au début du 20ème siècle\, contre un peu plus de 10% aujourd’hui. Pour finir\, dans les systèmes de libre marché\, les entreprises innovent\, développent de nouveaux produits et offrent de nouveaux services pour répondre à la demande des consommateurs.\nContrairement aux arguments évoqués ci-dessus\, les opposants au libre marché estiment que dans les économies de marché\, il est possible d’observer une monopolisation massive à une échelle beaucoup plus rapide. En d’autres termes\, les entreprises peuvent devenir assez puissantes au point où leur disparition ruinerait l’économie ainsi que la capacité des consommateurs à obtenir les produits dont ils ont besoin. Ces partisans affirment aussi que dans les économies de marché\, les entreprises sont en mesure de vendre leurs produits à des prix inférieurs à ceux de tous leurs concurrents et qu’elles peuvent\, en fin de compte\, facturer ce qu’elles veulent pour leurs produits. Par conséquent\, ce courant de pensée accorde une plus grande priorité aux interventions gouvernementales dans l’économie afin de promouvoir le bien-être économique.\nLe Cameroun est confronté à des défis structurels majeurs et à des chocs négatifs notamment un niveau de pauvreté alarmant ; un gouvernement qui reste le premier employeur dans le pays ; la détérioration de la situation sécuritaire dans les régions du Nord-Ouest et du Sud-Ouest ; le conflit avec Boko Haram dans la région du Nord ; et la récente crise des devises due à des importations excessives. DESCRIPTION:Il existe un débat sur les paradigmes économiques à mettre en œuvre pour développer les pays dans le monde entier. Ce débat oppose les partisans du libre marché aux protectionnistes. Selon le premier groupe\, les principaux avantages d’une économie de libre marché sont : la présence d’une concurrence qui permet d’orienter les ressources dans les secteurs où elles sont le plus efficacement utilisées ; l’augmentation des choix et de l’utilité des consommateurs ; l’absence de la bureaucratie et des lourdeurs administratives. Une économie de libre marché réduirait aussi les coûts administratifs de l’entreprise. Par conséquent\, l’avantage découlant de cette réduction des coûts pourrait être injecté dans d’autres activités telles que la recherche et le développement.Davantage\, le système d’économie de marché aurait contribué à réduire la pauvreté dans le monde en ce sens que 80% des êtres humains vivaient dans l’extrême pauvreté au début du 20ème siècle\, contre un peu plus de 10% aujourd’hui. Pour finir\, dans les systèmes de libre marché\, les entreprises innovent\, développent de nouveaux produits et offrent de nouveaux services pour répondre à la demande des consommateurs.Contrairement aux arguments évoqués ci-dessus\, les opposants au libre marché estiment que dans les économies de marché\, il est possible d’observer une monopolisation massive à une échelle beaucoup plus rapide. En d’autres termes\, les entreprises peuvent devenir assez puissantes au point où leur disparition ruinerait l’économie ainsi que la capacité des consommateurs à obtenir les produits dont ils ont besoin. Ces partisans affirment aussi que dans les économies de marché\, les entreprises sont en mesure de vendre leurs produits à des prix inférieurs à ceux de tous leurs concurrents et qu’elles peuvent\, en fin de compte\, facturer ce qu’elles veulent pour leurs produits. Par conséquent\, ce courant de pensée accorde une plus grande priorité aux interventions gouvernementales dans l’économie afin de promouvoir le bien-être économique.\nLe Cameroun est confronté à des défis structurels majeurs et à des chocs négatifs notamment un niveau de pauvreté alarmant ; un gouvernement qui reste le premier employeur dans le pays ; la détérioration de la situation sécuritaire dans les régions du Nord-Ouest et du Sud-Ouest ; le conflit avec Boko Haram dans la région du Nord ; et la récente crise des devises due à des importations excessives. DESCRIPTION:CONCEPT NOTESmall and Medium Size Enterprises (SMEs) contribute around 36% of Cameroon’s GDP\, make-up over 90% of businesses in Cameroon\, and employ above 60% of the population. Yet\, glaring realities indicate that enormous potentials inherent in this sector are unfortunately not fully-harnessed – especially given that more than 70% of SMEs still operate informally.\n Access to finance is a key factor to the growth of SMEs but that notwithstanding\, because of the difficulties faced by financial institutions in obtaining information on the borrowers-solvency\, lack of reliable financial statements of SMEs\,\, absence of guarantee or inadequate collateral and lack detailed business plan \, they  become reluctant to award loans to these SMEs. According to the 2009 IMF study report heavy taxes and 15% interest ceiling on loans to SMEs also discourage these institutions from financing the sector.\nMost SMEs are managed by the owners who do not usually possess the right managerial skills to foster growth of these companies.  Failure to adopt best management practices\, lack of adequate managerial skills\, lack of proper accounting procedures and poor financial planning are constraining the performance and growth of a significant number of small and medium enterprises in Cameroon.\nIn addition to these challenges\, noncompliance with the Tax regulations are factors hindering the development of the SMEs. Based on the General Business Census 2016 (RGE-2) conducted by the National Institute of Statistics – Cameroon 2016\, the majority of companies (78.4%) are sole proprietorship which are subject to the “flat rate tax system”. SUMMARY:Small Business Management and Entrepreneuship Skills – Yaoundé
DESCRIPTION:CONCEPT NOTESmall and Medium Size Enterprises (SMEs) contribute around 36% of Cameroon’s GDP\, make-up over 90% of businesses in Cameroon\, and employ above 60% of the population. Yet\, glaring realities indicate that enormous potentials inherent in this sector are unfortunately not fully-harnessed – especially given that more than 70% of SMEs still operate informally.\n Access to finance is a key factor to the growth of SMEs but that notwithstanding\, because of the difficulties faced by financial institutions in obtaining information on the borrowers-solvency\, lack of reliable financial statements of SMEs\,\, absence of guarantee or inadequate collateral and lack detailed business plan \, they  become reluctant to award loans to these SMEs. According to the 2009 IMF study report heavy taxes and 15% interest ceiling on loans to SMEs also discourage these institutions from financing the sector.\nMost SMEs are managed by the owners who do not usually possess the right managerial skills to foster growth of these companies.  Failure to adopt best management practices\, lack of adequate managerial skills\, lack of proper accounting procedures and poor financial planning are constraining the performance and growth of a significant number of small and medium enterprises in Cameroon.\nIn addition to these challenges\, noncompliance with the Tax regulations are factors hindering the development of the SMEs. Based on the General Business Census 2016 (RGE-2) conducted by the National Institute of Statistics – Cameroon 2016\, the majority of companies (78.4%) are sole proprietorship which are subject to the “flat rate tax system”. The SMEs are usually ignorant on the importance of complying with tax regulations and are sometimes not aware of the different tax systems.\nIt is against this backdrop that\, the Small Business and Entrepreneurship Center (SBEC) of  the Denis & Lenora Foretia Foundation\, which focuses on equipping entrepreneurs with organizational and business management skills is organizing a training workshop on ‘Small Business Management and Entrepreneurship Skills’\, within the framework of the Canadian Fund for Local Initiative (CFLI) project in Cameroon.\nGeneral objective:\nTo equip owners /managers of Small and Medium size Enterprises with basic Managerial and Entrepreneurship Skills”.\nSpecific objectives: the specific objectives are to: \nFamiliarise participants with the available options for financing their businesses and how to access finance;\nEquip participants with basic managerial and financial management tools;\nAcquaint participants with the different tax systems in Cameroon;\nDemonstrate the importance of moving from the informal to the formal sector. \nTarget audience:\nThe training is open to the following: \nSmall business owners in the formal and informal sectors;\nBusiness Women associations;\nFarmers and agribusiness persons. \nTrainers:  \nMr JAVNYUY Joybert: Co-Founder / CEO of COSDEF Group Social Innovation Enterprise; Co-Founder & Coo of AFA Designs Software Development Firm; Founder\, Head Trainer and Lead Consultant of the Center for Entrepreneurship\, Leadership and Business Management Development (CELBMD) Africa…etc \nMr NGEH Edison Tamfu: Business and Development Consultant; Director of EDOAN Enterprise and Permanent Coordinator of REO Group International; Executive Director for Prison Fellowship International; Secretary General for CAYA Africa; Consultant with over 20 Companies and Organizations within and without Cameroon…etc \nDate /Venue/Duration:\nThe workshop will take place Thursday\, September 19\, 2019 at the Conference hall of Mansel Hotel quartier Fouda\, Yaoundé. SUMMARY:Concertations Citoyennes Pour La Promotion De La Paix Au Cameroun – Dschang
DESCRIPTION:NOTE CONCEPTUELLE Contexte \nLe Cameroun à la croisée des chemins de son histoire ? Pendant des décennies\, alors que de nombreux autres pays africains étaient en proie à des conflits\, le Cameroun était admiré par beaucoup comme un pays pacifique et stable. Seulement\, de récents événements ont tôt fait d’éroder cette image alors que le pays est actuellement confronté à une série de défis. C’est dans cette optique que nous nous sommes engagés dans une approche contemporaine\, à encourager une plus grande participation des citoyens à la promotion de la paix dans leurs communautés et à la recherche de solutions aux problèmes communs.\nObjectif de l’évènement\nL’objectif de cet événement est de proposer des solutions citoyennes au travers desquelles le Cameroun peut accélérer son progrès vers la résolution des conflits actuels. Cet événement s’inscrit dans les missions du Nkafu Policy Institute\, un groupe de réflexion (Centre de recherche) de la Fondation Denis et Lenora FORETIA\, qui a pour but de proposer des recommandations politiques indépendantes\, approfondies et perspicaces pouvant faire progresser l’économie Camerounaise et celle d’autres pays d’Afrique subsaharienne.\nPublic cible\nCet événement vise à réunir 80 participants des secteurs public\, privé et de la société civile\, y compris des journalistes\, des chercheurs\, des personnes déplacées\, des autorités traditionnelles et des étudiants qui ont le potentiel de proposer des solutions de bon sens aux crises actuelles au Cameroun.\nFrais de participation ?\nPas de frais d’inscription\, Pas de per diem\nAxes d’intervention\nAu cours de l’événement\, il y aura des présentations sur des faits majeurs concernant les crises actuelles au Cameroun.
