Though characterized by cultural diversities\, the severing of the country between Anglophones and Francophones is the most visible diversity that have over the years attracted various attentions. The country is divided into ten administrative regions. Since independence\, many pundits quickly criticize the quality of governance by the dominantly centralized governments as responsible for security and other development challenges. Ironically\, the country is endowed with rich natural resources\, including oil and gas\, minerals\, timber\, and agricultural products. Despite this rich natural endowment\, it would seem that the existing governance dispensation in the country since its independence from colonial rule has generated divisions\, injustice\, prejudice\, growing inequalities among the citizenry on the basis of ethnicity\, language and other class principles. Some ethnic groups seem to have been favoured over others in terms of appointments and resource allocation. The theory of regional balance in resource allocation and distribution of state resources as preached by the government is selective and discriminatory\, this is possible because centralization gave the government of Cameroon tremendous authority over most aspects of politics and economic control. Therefore\, that linguistic and cultural heritage that once contributed to making Cameroon a peaceful\, prosperous and stable country\, are today the root causes of the crisis that escalated from the 2016 lawyers’ and teachers strike in the Anglophone Regions of the country. To many non-partisan actors\, the crisis which has been on for four years today is symptomatic of poor governance that have not been able to usher in socio-economic developments to make the population lead better lives. The consequences of these conflicts are so devastating that it appears there is urgency to debate and propose solid measures that will promote good governance and development. It is in this light that the Nkafu Policy Institute through its Governance and Democracy programme is creating avenues to encourage greater participation of the citizens in giving their views\, on how good governance can be achieved in Cameroon in particular and Africa at large.\nObjective of the event\nThe objective of this event is to engage scholars\, youth leaders and the public in the search for sustainable solutions to existing governance lapses in Cameroon. The Anglophone crisis which is now in the 4th year and continues to make national and international headlines in the wake of government’s efforts demands continuous engagements from other sectors of the Cameroonian society such as think tanks to contribute to good governance which essential in resolving the crisis. DESCRIPTION:June 29\, 202011am – 12 noon EDT (6PM East African Time) \n1. Background\nSince the first COVID-19 case was confirmed in Egypt in February 2020\, the pandemic has spread to every nation on the African continent. As of May 12th\, 2020\, Africa had 66\,373 confirmed infections\, over 2\,344 deaths\, and 23\,095 recoveries\, according to the Africa Center for Disease Control and Prevention. The rapid spread of COVID-19 threatens to overwhelm the health systems around the world\, especially in Africa. If the novel Coronavirus is allowed to spread unmanaged\, the impact on African citizens\, communities\, and economies will be devastating. Africa might be the region hardest hit by this disease. Africa’s already fragile healthcare systems\, coupled with a growing number of respiratory and diabetic diseases and densely packed urban agglomerations\, are likely to increase the vulnerability and the lethality of the virus. According to Dr. Tedros Adhanom Ghebreyesus\, Director of the World Health Organization (WHO)\, Africa should “wake up” to the COVID-19 threat and prepare for a worstcase scenario. There are no proven medications or vaccines Against COVID-19\, despite some claims of miracle treatments.\nTo slow the spread of the pandemic\, many African countries halted international inbound travel\, mandated physical distancing and use of face masks in public\, mounted WASH campaigns\, and in some cases\, implemented partial or total lockdown measures. In spite of these actions\, the number of new COVID-19 cases continues to rise significantly in some countries\, including Cameroon and Central African Republic.\nWith the virus now present in all African countries\, will health systems in the region\, many of which are severely lacking healthcare professionals\, necessary infrastructure\, and equipment cope with this pandemic? It is against this framework that the Nkafu Policy Institute\, a think tank at the Denis and Lenora Foretia Foundation intends to evaluate Africa’s health sector’s ability to respond to this pandemic in this wide-ranging conversation with Dr. John Nkengasong.\n2. British and French colonial rule are the two main imperialist systems that Cameroon has experienced before gaining its independence in 1960\, leaving the country with two linguistics heritages that are English and French. However\, these ethnic\, cultural and linguistic heritages that once contributed to making Cameroon a peaceful\, prosperous and stable country\, are today at the root of the many conflicts that the country is currently facing. The pandemic has caused severe economic repercussions in many countries\, in addition to the health consequences with regards to mortality and morbidity. It has brought the global economy to a standstill as all forms of economic activity have been significantly interrupted to curtail the spread of the virus.  Unfortunately\, the African continent has not escaped the health and economic devastation of the pandemic.\nIn Africa\, the economic\, social\, and health problems brought by this pandemic further strain economies which have been struggling to recover from the impacts of a drastic fall in oil and commodity prices since 2014.  According to the World Bank’s biannual Africa’s Pulse report\, economic growth in Sub-Saharan Africa\, for example\, is expected to decline from 2.4% in 2019 to between -2.1 and -5.1% in 2020. The region\, the report predicts\, will experience its first economic recession in the last 25 years. If adequate macroeconomic measures are not taken and quickly\, the recession will undoubtedly lead to an economic depression. This sudden decrease in movement has had a profound impact on the way we work\, our mental\, and physical well-being. As a result\, many social scientists and psychologists around the world are keenly observing the implications of this enforced global experiment on work behaviors\, hours\, and locations\, to name a few. While these restrictions have forced employees in many organizations to work from their homes\, thereby managing their tasks and time with little supervision\, it has also caused a steep rise in unemployment rates in sectors such as hospitality and entertainment that require workers to physically deliver the services.\nHome-based work has not been without challenges. Some workers report similar or improved performance at home\, compared to working in an office\, while others report reduced performance from struggling to balance work and other commitments such as dependent care. Companies\, on the other hand\, are recording financial gains from reduced travel\, utility\, sometimes rent expenses in the short run\, but the long-term trade-off in potential productivity\, culture\, and profitability decline are unknown. Though we cannot predict the future\, one thing is sure\, the pandemic and the emergency measures that were taken by most organizations will completely change the perception and nature of work in the future. These changes may include redesigning job performance expectations\, travel requirements\, and working hours to reconcile newly developed work habits with post-pandemic norms. According to Adam Grant\, a professor of Management and Psychology at the University of Pennsylvania’s Wharton School\, leaders could take the opportunity to give their employees more control and\, hopefully\, discover that they can trust them to manage their schedules. An upsurge of violence witnessed by various regions seem to put Cameroon at crossroads in its history. The consequences of these conflicts are so devastating that it appears urgent to propose solid strategies to peace building and to justice. It is in this light that we are embarking on contemporary approach to encourage greater participation of the citizens in giving their views\, in order to achieve peace in their community and attain justice in our nation.\nObjective of the event\nThe objective of this event is to elaborate a concrete roadmap with strategies to achieve sustainable peace and justice in our country currently plagued by numerous conflicts (the war against Boko Haram\, the border refugee crisis\, the Anglophone crisis). The country which is triangular in shape is bordered by Nigeria to the northwest\, Chad to the northeast\, the Central African Republic to the east\, the Republic of the Congo to the southeast\, Gabon and Equatorial Guinea to the south\, and the Atlantic Ocean to the southwest. British and French colonial rule are the two main imperialist systems that Cameroon has experienced before gaining its independence in 1960\, leaving the country with two linguistics heritages that are English and French. However\, these ethnic\, cultural and linguistic heritages that once contributed to making Cameroon a country of peace and stability\, are today at the root of the many conflicts that the country is currently facing. An upsurge of violence witnessed by various regions seem to put Cameroon at crossroads in its history. The consequences of these conflicts are so devastating that it appears urgent to propose solid strategies to peace building and to justice. It is in this light that we are embarking on contemporary approach to encourage greater participation of the citizens in giving their views\, in order to achieve peace in their community and attain justice in our nation.\nObjective of the event\nThe objective of this event is to elaborate concrete strategies to achieve sustainable peace and justice in our country. The UN Conference on Trade and Development (UNCTAD) estimates the economic impact of Covid-19 at a minimum of $1 trillion in 2020. Britain unveiled a £330 billion (about $382 billion) stimulus package\, and the US has committed $1 trillion\, in addition to $50 billion in financial aid to states\, cities and territories. What is the case of Cameroon?There is uncertainty over the effectiveness of most social distancing measures as a means of controlling COVID-19. DESCRIPTION:Theme: ‘Business Networking\, a valuable tool for entrepreneurial growth in Cameroon’’.   \nOrganized in partnership with the Canadian Fund for the Local Initiatives Project in Cameroon.\nCONCEPT NOTE\nBackground:\nThe literature on entrepreneurial and small business networking has substantially increased in volume during the last years. The interest has been driven both from the entrepreneurial side\, where businesses inter-link rapidly and form network configurations and from the policy side\, where governments have implemented a variety of policies to encourage economic growth through self-employment and to support small businesses.\n      The active positioning of entrepreneurial firms in the business arena coincides with building effective business relationships with customers and suppliers\,  government bodies and large corporations\, or with professional bodies and lead clients. This makes small firms embedded in an intricate set of business relationships\, connecting local\, national and international partners\, government agencies\, financial institutions\, or consumers and professional associations\n     Entrepreneurial networks can be defined as organized systems of relationships with customers\, suppliers\, and other entrepreneurs\, with relatives\, external consultants and other agents\, or potential partners with the objective of increasing the effectiveness of each person’s business\, and add value to their products and services . Entrepreneurial and small business networks usually represent dispersed and varied networks with uncertain boundaries and resource-based or role-based division of labor.\n    They are comprised of autonomous agents that are linked to each other via various formal and informal contracts\, who design collective strategies and share information. In addition\, they foster relationships by creating partnerships with government agencies\, banks\, and Microfinance Institutions to access finance.  The network is governed by the allocation of specific roles to individual members\, which are inscribed in contractual relationships. SUMMARY:Is Market Competition Good For Cameroon’s Industrialization?
DESCRIPTION:Organization Name: Nkafu Policy Institute (Denis & Lenora Foretia Foundation)CONCEPT NOTE\n Competition is a major pillar of free-market systems. Competition policy is about applying rules to make sure businesses and companies compete fairly with each other. It encourages efficiency\, creates a wider choice for consumers and helps reduce prices and improve quality.\nAccording to liberals\, competition is inevitable and good for countries. They believe an important advantage of competition is innovation. Indeed\, innovation spurs the invention of new and better products\, or it helps to create lower-cost manufacturing processes. As a result\, it drives economic growth\, creates more employment opportunities and increases standards of living. Another advantage of competition is economies of scale and technology transfers. Companies can increase their global presence by operating in more and more overseas markets. Finally\, competition can also help businesses identify consumers’ needs – and then develop new products or services to meet those needs.\nContrary to the above arguments\, protectionists believe competition is not good for an economy.  They support that only big companies survive in a competition (i.e. small companies struggle or die). According to them\, small companies do not have all the extra benefits or capital to expand and outsource like large companies. In addition\, protectionists argue that competition decreases market share and shrinks customer base\, especially if demand for products or services is limited from the start. Consequently\, companies are forced to lower their prices to stay competitive hence decreasing their return on each item they produce and sell.\nIn 2019\, the government of Cameroon has drafted the National Strategy for Development 2020-2030. This strategy lays more emphasis on industrialization and the structural transformation of the economy. Indeed\, the secondary sector is only 15.6% of companies while the tertiary sector represents 84.2% of companies according to the second General Census of Companies (2016). Also\, small businesses dominate the economic fabric in Cameroon as they represent 98.5% of the total of companies.\nHowever\, Cameroon faces major structural challenges and negative shocks including an alarming poverty level\, government remaining the largest employer\, the worsening security situation in the Nord West and South West Regions\, the conflict with Boko Haram in the North Region\, and the recent currency crisis as a result of excessive imports. In addition\, small businesses in Cameroon face major obstacles that prevent them from growing. These obstacles include high tax rates\, financial exclusion\, corruption\, and administrative tracasseries just to name but a few.\nThis debate will\, therefore\, discuss the place of competition in Cameroon’s industrialization process. The main question to be answered is: Should Cameroon prioritize market competition to spur industrialization in the country?\n Purpose of the event\nThe objective of this debate is to compare the views of different Cameroonian experts on the best way to spur industrialization in Cameroon.\nThis is a public debate on the theme: ‘‘Is Market Competition Good for Cameroon’s Industrialization?’’. Par conséquent\, elle stimule la croissance économique\, crée davantage de possibilités d’emploi et augmente le niveau de vie. Les économies d’échelle et les transferts de technologie constituent un autre avantage de la concurrence. Les entreprises peuvent accroître leur présence mondiale en opérant sur des marchés étrangers de plus en plus nombreux. Enfin\, la concurrence peut également aider les entreprises à identifier les besoins des consommateurs\, puis à développer de nouveaux produits ou services pour répondre à ces besoins.\nContrairement aux arguments ci-dessus\, les protectionnistes estiment que la concurrence n’est pas bonne pour une économie.  Ils soutiennent que seules les grandes entreprises survivent dans la concurrence (c’est-à-dire que les petites entreprises luttent ou meurent). Selon les tenants de cette thèse\, les petites entreprises ne disposent pas de tous les avantages ou capitaux supplémentaires pour se développer et s’externaliser comme les grandes entreprises. Aussi\, les protectionnistes affirment que la concurrence diminue la part de marché et la clientèle\, surtout si la demande de produits ou de services est limitée dès le départ. Par conséquent\, les entreprises sont obligées de baisser leurs prix pour rester compétitives\, ce qui diminue leur rendement sur chaque article ou service qu’elles produisent et vendent.\nEn 2019\, le gouvernement du Cameroun a élaboré la Stratégie Nationale de Développement 2020-2030. Cette stratégie met davantage l’accent sur l’industrialisation et la transformation structurelle de l’économie car\, dans les chiffres\, le secteur secondaire ne représente que 15\,6% des entreprises alors que le secteur tertiaire représente 84\,2% des entreprises selon le deuxième Recensement Général des Entreprises (2016). Par ailleurs\, les petites entreprises dominent le tissu économique camerounais puisqu’elles représentent 98\,5% du total des entreprises.\nCependant\, le Cameroun est confronté à des défis structurels majeurs et à des chocs négatifs\, notamment un niveau de pauvreté alarmant\, une grosse présence de l’Etat dans l’économie\, la détérioration de la situation sécuritaire dans les régions du Nord-Ouest et du Sud-Ouest\, le conflit avec Boko Haram dans la région du Nord ; et la récente crise des devises causée par des importations excessives. SUMMARY:Will More Taxes Increase Fiscal Revenues In Cameroon?
DESCRIPTION:CONCEPT NOTETaxation is a means by which governments finance their expenditures by imposing charges on citizens and corporates entities. In general\, taxes can be either direct or indirect. For example\, income taxation is a direct tax while the value-added tax (VAT) on goods sold is an indirect tax.\nAccording to Arthur Laffer\, there exists a limit to which an increase in taxes leads to more government revenue. His thesis demonstrated by the Laffer curve says: “Too much tax kills to tax.” In other words\, if tax rates are too high people would not work as hard leading to less income and profits for the government to tax.\nBased on the Laffer curve\, two schools of thought can be derived. The first school supports that a favorable taxation regime acts as a catalyst for the development of start-ups\, foreign direct investment and private investment. The second school demonstrates that an unfavorable tax rate negatively affects investment decisions\, economic growth and employment.\nIn Africa\, governments tend to increase taxes in order to gain more revenues. Indeed\, falling prices in oil exports and poor economic structures have led to a rapid cycle of indebtedness hence reducing available resources to finance public goods and services. Taxation then becomes an internal strategic tool used by governments to solve this situation. However\, African countries face a dilemma. Indeed\, an excessively heavy tax burden might crush activity while an excessively low one can starve an economy of the ‘oxygen’ it needs to advance.\nIn Cameroon\, taxation remains the first obstacle to the development of entrepreneurial activities (General Census of Enterprises\, 2016). Indeed\, high taxes prevent entrepreneurs to fully establish and flourish their activities. The corporate tax (33% in total) and the value-added tax (19.25%) remains high compared to countries like Nigeria or Rwanda.\nIn addition\, each year the government of Cameroon creates ‘new taxes’. For example\, in the 2019 Budget\, a flat rate of 200 F CFA per application was created for software and application that are downloaded online via phone or tablet. Moreover\, the 2020 Budget bill projects to increase taxes on cosmetics and artificial hair just to name but a few.\nThe above situation has led to the development and the predominance of the informal sector in Cameroon. Indeed\, the majority of businesses prefer to remain informal (i.e. approximately 89% of small enterprises) to avoid being charged high taxes. Consequently\, the government cannot fully collect the projected amounts.\nThis debate will discuss the best way for governments in Africa to increase fiscal revenues with a focus on Cameroon. SUMMARY:L’augmentation Des Taxes Va-T-Elle Accroitre Les Revenus Fiscaux Au Cameroun ?
DESCRIPTION:L‘imposition est un moyen par lequel les gouvernements financent leurs dépenses en prélevant des frais aux citoyens et aux entreprises. En général\, les impôts peuvent être directs ou indirects. Par exemple\, l’impôt sur le revenu est un impôt direct tandis que la taxe sur la valeur ajoutée (TVA) sur les biens vendus est un impôt indirect.Selon Arthur Laffer\, toute augmentation des impôts n’entraîne pas nécessairement une augmentation des recettes publiques. Sa thèse\, démontrée par la courbe de Laffer\, dit : ” Trop d’impôts tue l’impôt “. Autrement dit\, si les taux d’imposition sont trop élevés dans une économie\, les agents économiques sont découragés et ne travaillent pas avec ardeur. Ceci entraîne une diminution des revenus anticipés par le gouvernement.En se basant sur la courbe de Laffer\, on peut en déduire deux écoles de pensée. La première école soutient qu’un régime fiscal favorable\, avec des taux bas\, agit comme un catalyseur pour le développement des start-ups\, des investissements directs étrangers et des investissements privés. La deuxième école démontre qu’un taux d’imposition défavorable\, avec des taux élevés\, a un effet négatif sur les décisions d’investissement\, la croissance économique et l’emploi.\nEn Afrique\, les gouvernements ont tendance à augmenter les impôts afin de gagner plus de revenus. En effet\, la chute des prix des produits de base et les mauvaises structures économiques ont entraîné un cycle rapide d’endettement\, réduisant ainsi les ressources disponibles pour financer les biens et services publics. La fiscalité devient alors un outil stratégique interne utilisé par ces gouvernements pour résoudre cette situation. Cependant\, les pays africains sont confrontés à un dilemme. En effet\, un fardeau fiscal trop lourd peut écraser l’activité alors qu’un régime fiscal trop faible peut priver une économie de l’oxygène dont elle a besoin pour progresser.\nAu Cameroun\, la fiscalité reste le premier obstacle au développement des activités entrepreneuriales (Recensement Général des Entreprises\, 2016). En effet\, une fiscalité élevée empêcherait les entrepreneurs de s’établir et de s’épanouir pleinement. Par exemple\, l’impôt sur les sociétés (33 % au total) et la taxe sur la valeur ajoutée (19\,25 %) restent élevés par rapport à des pays comme le Nigeria ou le Rwanda.\nDavantage\, le gouvernement du Cameroun crée de ” nouvelles taxes ” chaque année. Par exemple\, dans le Budget 2019\, une taxe de 200 F CFA par application a été créée pour les logiciels et les applications qui sont téléchargés en ligne par téléphone ou par tablette. En outre\, le projet de loi de finances pour 2020 prévoit d’augmenter les taxes sur les cosmétiques et les cheveux artificiels entre autres.\nLa situation décrite ci-dessus a conduit au développement et à la prédominance du secteur informel au Cameroun. En effet\, la majorité des entreprises préfèrent rester informelles (environ 89% des petites entreprises) pour éviter de subir une fiscalité élevée. But it would appear events in recent times are fast eroding that notion as the country is being confronted with a series of challenges. It is in this light that we are embarking on contemporary approach trying to encourage greater participation of the citizens in promoting peace in their community and in finding solutions to their common problems.\nObjective of the event\nThe objective of this event is to propose citizen solutions through which Cameroon can accelerate its progress towards the resolution of current conflicts. DESCRIPTION:CONCEPT NOTES – SBEC 2019 Forum on the Theme :\n“HARMONIZATION OF THE ENTREPRENEURSHIP ECOSYSTEM IN CAMEROON FOR SUSTAINABLE GROWTH”.   \nBACKGROUND:\n In the Cameroon economy\, small and medium-sized enterprises (SMEs) are regarded as vectors for job and wealth creation. According to statistics from the Ministry of Small and Medium-Sized Enterprises\, Social Economy and Handicrafts\, there are more than 400\,000 companies in the informal sector and out of these\, 99% are SMEs. This dynamic presence helps generate growth and redistribute wealth in society. Their important role in reducing poverty in Cameroon is also gaining recognition. Small and Medium Size Enterprises (SMEs) contribute around 36% of Cameroon’s GDP\, make-up over 90% of businesses in Cameroon\, and employ above 60% of the population. Notwithstanding\, evident realities indicate that enormous potentials inherent in this sector are unfortunately not fully harnessed – especially given that more than 70% of SMEs still operate informally.\n    However\, the incubation and capacity building process of existing and potential entrepreneurs requires an enabling environment that provides sufficient quantities and qualities of physical\, financial\, human\, information and relationship resources. The business environment in Cameroon is good but the lack of resource harmonization in the Cameroon Entrepreneurship sphere is considered to be among the main causes of short-run business failure and poor competitive capacity. SMEs in Cameroon face significant challenges in terms of Managerial skills\, lack of capital\, networking and lack of dedicated agencies to assist the existing and potential entrepreneurs. The Agency and Bank for the Promotion SMEs in Cameroon are yet to produce the expected results. The incubation process\,   growth\, and sustainability of most entrepreneurs in Cameroon can be greatly improved through  networking especially in business management and entrepreneurship skills. The first complain of every entrepreneur in Cameroon center around lack of capital while the rest of the component needs follow.\n  Taxation is not a hindrance to Entrepreneurship development in Cameroon per say. Taxes are paid when value chains are created\, No business no taxation.  Notwithstanding\, the knowledge of taxation and registration of business cannot be underrated. Cameroon is an environment that has plenty of resources but is deficient in terms of organization\, resource access\, and stakeholder behavior constitutes an additional challenge for entrepreneurs in Cameroon. In most cases\, they lack access to information despite the existence of the internet and relevant media plat forms.  Moreover\, Cameroon has enormous Human Resources\, Capital\, big market outlets\, the death rates of Small and Medium-Sized Enterprises remain high in Cameroon. However\, since October 2016\, with the emergence of the current Armed conflict in North- West (NW) and South-West (SW) Regions\, this image of the country as an island of peace among many troubled countries and Cameroonians as ‘tolerant and peace-loving people’ has dramatically changed not for the good.\nRationale for the Training Workshop\n    In joining voices and to move the talk for the need for a peaceful resolution of the current violent conflict in the NW and SW Regions of Cameroon\, The Nkafu Policy Institute (NPI) of The Denis & Lenora Foretia Foundation (DLF) has recently instituted a project titled: “Promoting lasting peace in Cameroon.” Within this broad project\, NPI plans to host two leadership and capacity-building workshops for peace advocates. The organization will identify fifty (50) influential community leaders from all ten regions of Cameroon. The Denis and Lenora Foretia Foundation believes this diverse group of peace advocates will be able to bridge Cameroon’s tribal\, cultural\, political\, and linguistic divides and promote peace in their communities.\nOverall objective\n   To give participants the opportunity to inspire their communities as Peace Advocates/Agent: A Peace Advocate is an active peace builder who guides others in the endeavour of building sustainable peace starting with their own practice and community sharing.\n \nSpecific Objectives\n    \n        Specifically\, this training workshop will: \ngive participants the tools and connections necessary to advocate for tolerance\, justice\, the rule of law\, and respect for democratic principles.\nempower and enable participants to actively engage in local level decision-making processes and to the monitoring\, prevention\, management\, resolution and transformation of conflicts in order to promote peace outcomes and social cohesion.\nencourage the peace advocates to speak publicly with the aim of contributing to peace\nconduct a conflict critical analysis to understand best strategies in implementing peace process in affected regions \nWho can participate?\n      This training opportunity gives equal chance to both men and women\, from all the 10 regions of Cameroon.  It particularly targets youth and women leaders who have so far influence their communities through their work for peace and development; civil society advocates\, community leaders (including traditional authorities and church leaders)\, the media\, students and all those interested in contributing to  peaceful and sustainable solution to the current destructive conflict in the Anglophone NW and SW Regions in particular and  Cameroon at large.\nNumber of participants\nWe are expecting to build the capacity of 50 peace advocates (Who have registered online through our call for application).
