DESCRIPTION:27th November\, 2020Online\, Zoom\n3pm to 4:00pm\nBackground\nSmall businesses dominate most economies in the world\, and in the Cameroon context account for 90 % of all firms\, drive employment above 60% and equally serve as machinery for generating both local and foreign revenue. SMEs form the basis for national development and economic growth. Despite the role played by SME’s\, they still face enormous challenges in the areas of  access to finance and management but inadequate information asymmetry is one of the most crucial problem faced by SME’Ss and is considered by economists as a major source of market failures.\, Based on the report published by the Nkafu Policy Institute on “Developing a Conducive Environment for Small and Medium sized Enterprises Growth in Cameroon” (February 25\, 2019)\, SMEs have a poor relationship with the agencies and institutions established by Government to support and promote their growth. According to the report published by the Nkafu Policy Institute on the State of Small Businesses in Cameroon (June 2019)\, Small and Medium Size Enterprises (SMEs) contribute around 36% of Cameroon’s GDP\, make-up over 90% of businesses in Cameroon\, and employ above 60% of the population.\nUnfortunately\, most of these firms do not always make appropriate use of bookkeeping which is often described as “the language of business” and this results to inventory shortages\, unreported or under reported expenses such as rental income\, difficulties to maintain banking records\, shortage of stock\, loss of valuable tax deductions\, poor filling system and poor business decisions thus have a negative impact on the development and sustainability of SMEs.\nBook keeping involves analyzing and using financial information in a systematic manner to understand and evaluate the financial position of an organization\, or a business. The availability of accurate accounting information benefits businesses by easing their activities in terms of planning\, organizing\, leading and controlling. Les PME représentent plus de 90 % du secteur privé dans les pays en développement. Dans le contexte camerounais actuel\, les PME sont considérées comme des créatrices d’emplois en plus des autres activités économiques. Pour que les PME puissent prospérer dans le monde des affaires d’aujourd’hui\, elles doivent élaborer un outil approprié de gestion\, de communication et de planification des affaires. Cet outil est appelé Plan d’affaires (Business Plan). Il peut s’agir de tout plan simple qui aide les entrepreneurs à comprendre la situation actuelle des entreprises et à se projeter dans l’avenir. Un plan d’affaires élaboré pendant le fonctionnement de l’entreprise est essentiel pour gérer efficacement l’entreprise\, acquérir de nouveaux clients\, partenaires\, prêts\, etc…  Selon une étude menée par Jessie Hagen de la banque américaine “On top reasons why businesses Fail”\, 78 % des entreprises ne disposent pas d’un plan d’entreprise bien élaboré\, notamment en raison d’une recherche insuffisante sur l’entreprise\, d’une mauvaise analyse du marché\, de l’incapacité à fixer des objectifs réalisables\, de l’incapacité à connaître son marché cible\, de l’ignorance des priorités et d’une mauvaise planification générale.\nC’est dans ce contexte que le Centre pour la Petite Entreprise et de l’Entrepreneuriat (SBEC) de la fondation DENIS & LENORA FORETIA\, qui a pour objectif principal de catalyser la transformation économique de l’Afrique\, organise un atelier de formation sur le thème “Le business plan : un outil ultime pour alimenter les ambitions et la croissance entrepreneuriale”. The interest has been driven both from the entrepreneurial side\, where businesses inter-link rapidly and form network configurations and from the policy side\, where governments have implemented a variety of policies to encourage economic growth through self-employment and to support small businesses.\n      The active positioning of entrepreneurial firms in the business arena coincides with building effective business relationships with customers and suppliers\,  government bodies and large corporations\, or with professional bodies and lead clients. This makes small firms embedded in an intricate set of business relationships\, connecting local\, national and international partners\, government agencies\, financial institutions\, or consumers and professional associations\n     Entrepreneurial networks can be defined as organized systems of relationships with customers\, suppliers\, and other entrepreneurs\, with relatives\, external consultants and other agents\, or potential partners with the objective of increasing the effectiveness of each person’s business\, and add value to their products and services . Entrepreneurial and small business networks usually represent dispersed and varied networks with uncertain boundaries and resource-based or role-based division of labor.\n    They are comprised of autonomous agents that are linked to each other via various formal and informal contracts\, who design collective strategies and share information. In addition\, they foster relationships by creating partnerships with government agencies\, banks\, and Microfinance Institutions to access finance.  The network is governed by the allocation of specific roles to individual members\, which are inscribed in contractual relationships. According to statistics from the Ministry of Small and Medium-Sized Enterprises\, Social Economy and Handicrafts\, there are more than 400\,000 companies in the informal sector and out of these\, 99% are SMEs. This dynamic presence helps generate growth and redistribute wealth in society. Their important role in reducing poverty in Cameroon is also gaining recognition. Small and Medium Size Enterprises (SMEs) contribute around 36% of Cameroon’s GDP\, make-up over 90% of businesses in Cameroon\, and employ above 60% of the population. Notwithstanding\, evident realities indicate that enormous potentials inherent in this sector are unfortunately not fully harnessed – especially given that more than 70% of SMEs still operate informally.\n    However\, the incubation and capacity building process of existing and potential entrepreneurs requires an enabling environment that provides sufficient quantities and qualities of physical\, financial\, human\, information and relationship resources. The business environment in Cameroon is good but the lack of resource harmonization in the Cameroon Entrepreneurship sphere is considered to be among the main causes of short-run business failure and poor competitive capacity. SMEs in Cameroon face significant challenges in terms of Managerial skills\, lack of capital\, networking and lack of dedicated agencies to assist the existing and potential entrepreneurs. The Agency and Bank for the Promotion SMEs in Cameroon are yet to produce the expected results. The incubation process\,   growth\, and sustainability of most entrepreneurs in Cameroon can be greatly improved through  networking especially in business management and entrepreneurship skills. The first complain of every entrepreneur in Cameroon center around lack of capital while the rest of the component needs follow.\n  Taxation is not a hindrance to Entrepreneurship development in Cameroon per say. Taxes are paid when value chains are created\, No business no taxation.  Notwithstanding\, the knowledge of taxation and registration of business cannot be underrated. Cameroon is an environment that has plenty of resources but is deficient in terms of organization\, resource access\, and stakeholder behavior constitutes an additional challenge for entrepreneurs in Cameroon. In most cases\, they lack access to information despite the existence of the internet and relevant media plat forms.  Moreover\, Cameroon has enormous Human Resources\, Capital\, big market outlets\, the death rates of Small and Medium-Sized Enterprises remain high in Cameroon. DESCRIPTION:CONCEPT NOTESmall and Medium Size Enterprises (SMEs) contribute around 36% of Cameroon’s GDP\, make-up over 90% of businesses in Cameroon\, and employ above 60% of the population. Yet\, glaring realities indicate that enormous potentials inherent in this sector are unfortunately not fully-harnessed – especially given that more than 70% of SMEs still operate informally.\n Access to finance is a key factor to the growth of SMEs but that notwithstanding\, because of the difficulties faced by financial institutions in obtaining information on the borrowers-solvency\, lack of reliable financial statements of SMEs\,\, absence of guarantee or inadequate collateral and lack detailed business plan \, they  become reluctant to award loans to these SMEs. According to the 2009 IMF study report heavy taxes and 15% interest ceiling on loans to SMEs also discourage these institutions from financing the sector.\nMost SMEs are managed by the owners who do not usually possess the right managerial skills to foster growth of these companies.  Failure to adopt best management practices\, lack of adequate managerial skills\, lack of proper accounting procedures and poor financial planning are constraining the performance and growth of a significant number of small and medium enterprises in Cameroon.\nIn addition to these challenges\, noncompliance with the Tax regulations are factors hindering the development of the SMEs. Based on the General Business Census 2016 (RGE-2) conducted by the National Institute of Statistics – Cameroon 2016\, the majority of companies (78.4%) are sole proprietorship which are subject to the “flat rate tax system”.
