La politique de la concurrence consiste à appliquer des règles pour s’assurer que les entreprises et les sociétés se font une concurrence loyale. Cette politique encourage l’efficacité\, crée un choix plus large pour les consommateurs\, contribue à réduire les prix et à améliorer la qualité.\nSelon les libéraux\, la concurrence est inévitable et bénéfique pour les pays. Ils estiment qu’un avantage important de la concurrence est l’innovation. En effet\, l’innovation stimule l’invention de nouveaux et meilleurs produits\, ou elle contribue à créer des processus de fabrication à moindre coût. Par conséquent\, elle stimule la croissance économique\, crée davantage de possibilités d’emploi et augmente le niveau de vie. Les économies d’échelle et les transferts de technologie constituent un autre avantage de la concurrence. Les entreprises peuvent accroître leur présence mondiale en opérant sur des marchés étrangers de plus en plus nombreux. Enfin\, la concurrence peut également aider les entreprises à identifier les besoins des consommateurs\, puis à développer de nouveaux produits ou services pour répondre à ces besoins.\nContrairement aux arguments ci-dessus\, les protectionnistes estiment que la concurrence n’est pas bonne pour une économie.  Ils soutiennent que seules les grandes entreprises survivent dans la concurrence (c’est-à-dire que les petites entreprises luttent ou meurent). Selon les tenants de cette thèse\, les petites entreprises ne disposent pas de tous les avantages ou capitaux supplémentaires pour se développer et s’externaliser comme les grandes entreprises. Aussi\, les protectionnistes affirment que la concurrence diminue la part de marché et la clientèle\, surtout si la demande de produits ou de services est limitée dès le départ. Par conséquent\, les entreprises sont obligées de baisser leurs prix pour rester compétitives\, ce qui diminue leur rendement sur chaque article ou service qu’elles produisent et vendent.\nEn 2019\, le gouvernement du Cameroun a élaboré la Stratégie Nationale de Développement 2020-2030. Cette stratégie met davantage l’accent sur l’industrialisation et la transformation structurelle de l’économie car\, dans les chiffres\, le secteur secondaire ne représente que 15\,6% des entreprises alors que le secteur tertiaire représente 84\,2% des entreprises selon le deuxième Recensement Général des Entreprises (2016). Par ailleurs\, les petites entreprises dominent le tissu économique camerounais puisqu’elles représentent 98\,5% du total des entreprises.\nCependant\, le Cameroun est confronté à des défis structurels majeurs et à des chocs négatifs\, notamment un niveau de pauvreté alarmant\, une grosse présence de l’Etat dans l’économie\, la détérioration de la situation sécuritaire dans les régions du Nord-Ouest et du Sud-Ouest\, le conflit avec Boko Haram dans la région du Nord ; et la récente crise des devises causée par des importations excessives. Davantage\, les petites et moyennes entreprises camerounaises sont confrontées à des obstacles majeurs qui les empêchent de se développer. Parmi ces obstacles\, citons les taux d’imposition élevés\, l’exclusion financière\, la corruption et les tracasseries administratives\, pour n’en citer que quelques-uns.  \nCe débat portera donc sur la place de la concurrence dans le processus d’industrialisation du Cameroun. La principale question à laquelle il convient de répondre est la suivante : Le Cameroun doit-il donner la priorité à la concurrence sur le marché pour stimuler l’industrialisation du pays ?\n \nObjectif de l’événement\nL’objectif de ce débat est de comparer les points de vue de différents experts camerounais sur la meilleure façon de stimuler l’industrialisation au Cameroun.\nIl s’agit d’un débat public sur le thème : ‘‘L’ouverture à la concurrence est-elle bonne pour l’industrialisation du Cameroun ?’’ En effet\, le nombre limité de projets d’industrialisation dans le pays et leur gestion inefficace réduisent considérablement leurs effets sur la vie des populations. C’est pourquoi certains observateurs estiment que l’économie devrait être ouverte à la concurrence dans tous les secteurs afin de stimuler l’industrialisation\, la croissance économique et le développement. SUMMARY:Is Market Competition Good For Cameroon’s Industrialization?
DESCRIPTION:Organization Name: Nkafu Policy Institute (Denis & Lenora Foretia Foundation)CONCEPT NOTE\n Competition is a major pillar of free-market systems. Competition policy is about applying rules to make sure businesses and companies compete fairly with each other. It encourages efficiency\, creates a wider choice for consumers and helps reduce prices and improve quality.\nAccording to liberals\, competition is inevitable and good for countries. They believe an important advantage of competition is innovation. Indeed\, innovation spurs the invention of new and better products\, or it helps to create lower-cost manufacturing processes. As a result\, it drives economic growth\, creates more employment opportunities and increases standards of living. Another advantage of competition is economies of scale and technology transfers. Companies can increase their global presence by operating in more and more overseas markets. Finally\, competition can also help businesses identify consumers’ needs – and then develop new products or services to meet those needs.\nContrary to the above arguments\, protectionists believe competition is not good for an economy.  They support that only big companies survive in a competition (i.e. small companies struggle or die). According to them\, small companies do not have all the extra benefits or capital to expand and outsource like large companies. In addition\, protectionists argue that competition decreases market share and shrinks customer base\, especially if demand for products or services is limited from the start. Consequently\, companies are forced to lower their prices to stay competitive hence decreasing their return on each item they produce and sell.\nIn 2019\, the government of Cameroon has drafted the National Strategy for Development 2020-2030. This strategy lays more emphasis on industrialization and the structural transformation of the economy. Indeed\, the secondary sector is only 15.6% of companies while the tertiary sector represents 84.2% of companies according to the second General Census of Companies (2016). Also\, small businesses dominate the economic fabric in Cameroon as they represent 98.5% of the total of companies.\nHowever\, Cameroon faces major structural challenges and negative shocks including an alarming poverty level\, government remaining the largest employer\, the worsening security situation in the Nord West and South West Regions\, the conflict with Boko Haram in the North Region\, and the recent currency crisis as a result of excessive imports. In addition\, small businesses in Cameroon face major obstacles that prevent them from growing. These obstacles include high tax rates\, financial exclusion\, corruption\, and administrative tracasseries just to name but a few.\nThis debate will\, therefore\, discuss the place of competition in Cameroon’s industrialization process. The main question to be answered is: Should Cameroon prioritize market competition to spur industrialization in the country?\n Purpose of the event\nThe objective of this debate is to compare the views of different Cameroonian experts on the best way to spur industrialization in Cameroon.\nThis is a public debate on the theme: ‘‘Is Market Competition Good for Cameroon’s Industrialization?’’. SUMMARY:Will More Taxes Increase Fiscal Revenues In Cameroon?
DESCRIPTION:CONCEPT NOTETaxation is a means by which governments finance their expenditures by imposing charges on citizens and corporates entities. In general\, taxes can be either direct or indirect. For example\, income taxation is a direct tax while the value-added tax (VAT) on goods sold is an indirect tax.\nAccording to Arthur Laffer\, there exists a limit to which an increase in taxes leads to more government revenue. His thesis demonstrated by the Laffer curve says: “Too much tax kills to tax.” In other words\, if tax rates are too high people would not work as hard leading to less income and profits for the government to tax.\nBased on the Laffer curve\, two schools of thought can be derived. The first school supports that a favorable taxation regime acts as a catalyst for the development of start-ups\, foreign direct investment and private investment. The second school demonstrates that an unfavorable tax rate negatively affects investment decisions\, economic growth and employment.\nIn Africa\, governments tend to increase taxes in order to gain more revenues. Indeed\, falling prices in oil exports and poor economic structures have led to a rapid cycle of indebtedness hence reducing available resources to finance public goods and services. Taxation then becomes an internal strategic tool used by governments to solve this situation. However\, African countries face a dilemma. Indeed\, an excessively heavy tax burden might crush activity while an excessively low one can starve an economy of the ‘oxygen’ it needs to advance.\nIn Cameroon\, taxation remains the first obstacle to the development of entrepreneurial activities (General Census of Enterprises\, 2016). Indeed\, high taxes prevent entrepreneurs to fully establish and flourish their activities. The corporate tax (33% in total) and the value-added tax (19.25%) remains high compared to countries like Nigeria or Rwanda.\nIn addition\, each year the government of Cameroon creates ‘new taxes’. For example\, in the 2019 Budget\, a flat rate of 200 F CFA per application was created for software and application that are downloaded online via phone or tablet. Moreover\, the 2020 Budget bill projects to increase taxes on cosmetics and artificial hair just to name but a few.\nThe above situation has led to the development and the predominance of the informal sector in Cameroon. Indeed\, the majority of businesses prefer to remain informal (i.e. approximately 89% of small enterprises) to avoid being charged high taxes. Consequently\, the government cannot fully collect the projected amounts.\nThis debate will discuss the best way for governments in Africa to increase fiscal revenues with a focus on Cameroon. However\, the main question remains: Should Cameroon prioritize more taxes or high tax rates to increase fiscal revenues?\nPurpose of the event\nThe objective of this debate is to compare the views of different Cameroonian experts on the best method for optimizing fiscal revenues in Cameroon.\nThis is a public debate on the theme: ‘‘Will More Taxes Increase Fiscal Revenues in Cameroon?’’. Indeed\, some observers believe the government can maximize fiscal receipts with low tax rates (i.e. the efficient thinking). For decades now\, while many other African countries have been engulfed in conflicts\, Cameroon had been admired by many as a peace loving and stable country. But it would appear events in recent times are fast eroding that notion as the country is being confronted with a series of challenges. It is in this light that we are embarking on contemporary approach trying to encourage greater participation of the citizens in promoting peace in their community and in finding solutions to their common problems.\nObjective of the event\nThe objective of this event is to propose citizen solutions through which Cameroon can accelerate its progress towards the resolution of current conflicts. DESCRIPTION:TRAINING OF PEACE ADVOCATES FOR THE PEACEFUL RESOLUTION OF CONFLICTS IN CAMEROON. Background and Context.\n     Cameroon has experienced political and economic stability for decades and continue to play a key role in Central Africa’s regional integration. The country has been widely praised for its ability to maintain the calm and peaceful coexistence of its numerous cultural\, ethnic and religious groups – it has been called a bastion off   stability – notable when compared to numerous conflicts in neighbouring countries. For example\, the Cameroonian community and institutions have demonstrated great resilience in response to the massive refugee crises on their various borders (e.g with Chad\, CAR and Nigeria) including the terrorist attacks imposed on them in the Far-North by the Nigerian home-grown and deadly terrorist group Boko Haram. Cameroonians have called themselves ‘peaceful’ and tolerant’ people. However\, since October 2016\, with the emergence of the current Armed conflict in North- West (NW) and South-West (SW) Regions\, this image of the country as an island of peace among many troubled countries and Cameroonians as ‘tolerant and peace-loving people’ has dramatically changed not for the good.\nRationale for the Training Workshop\n    In joining voices and to move the talk for the need for a peaceful resolution of the current violent conflict in the NW and SW Regions of Cameroon\, The Nkafu Policy Institute (NPI) of The Denis & Lenora Foretia Foundation (DLF) has recently instituted a project titled: “Promoting lasting peace in Cameroon.” Within this broad project\, NPI plans to host two leadership and capacity-building workshops for peace advocates. The organization will identify fifty (50) influential community leaders from all ten regions of Cameroon. The country has been widely praised for its ability to maintain the calm and peaceful coexistence of its numerous cultural\, ethnic and religious groups – it has been called a bastion off   stability – notable when compared to numerous conflicts in neighbouring countries. For example\, the Cameroonian community and institutions have demonstrated great resilience in response to the massive refugee crises on their various borders (e.g with Chad\, CAR and Nigeria) including the terrorist attacks imposed on them in the Far-North by the Nigerian home-grown and deadly terrorist group Boko Haram. Cameroonians have called themselves ‘peaceful’ and tolerant’ people. However\, since October 2016\, with the emergence of the current Armed conflict in North- West (NW) and South-West (SW) Regions\, this image of the country as an island of peace among many troubled countries and Cameroonians as ‘tolerant and peace-loving people’ has dramatically changed not for the good.\nRationale for the Training Workshop\n    In joining voices and to move the talk for the need for a peaceful resolution of the current violent conflict in the NW and SW Regions of Cameroon\, The Nkafu Policy Institute (NPI) of The Denis & Lenora Foretia Foundation (DLF) has recently instituted a project titled: “Promoting lasting peace in Cameroon.” Within this broad project\, NPI plans to host two leadership and capacity-building workshops for peace advocates. The organization will identify fifty (50) influential community leaders from all ten regions of Cameroon. DESCRIPTION:There has always been a debate regarding economic paradigms to implement to develop countries around the world. A major debate opposes free market partisans and nationalists. According to the first group\, the main advantages of a free market economy is the presence of competition which enable resources to be oriented where there are most efficiently utilised\, increase in consumers choice which increases his utility\, the absence of bureaucracy and red tape. This reduces administrative costs to the business and hence the benefit from the reduced cost could be injected into other endeavors such as research and development. Besides\, market economies have helped to reduce poverty worldwide as 80% of human beings lived in extreme poverty during the early 20th century\, compared to just over 10% today reference . Moreover\, in free-market systems\, companies innovate\, develop new products\, and offer new services to meet consumers’ demands.Contrary to the above arguments\, non-free market partisans believe that in free-market systems\, it is possible to observe massive monopolization at a much faster scale. In other words\, companies can become so powerful that their demise will ruin the economy and the consumer’s ability to get the products that they need. They further argue that companies will also be able to undercut all of their competitors and end up being able to charge whatever they want for their products. Consequently\, this current of opinion gives more priority to government interventions in the economy to promote economic welfare.\nCameroon is facing major structural challenges and negatives shocks including an alarming poverty level\, government remaining the largest employer\, the worsening security situation in the Nord-West and South-West Regions\, the conflict with Boko Haram in the North Region\, and the recent currencies crisis as a result of excessive imports. To solve these issues\, some economists in Cameroon believe that free-market reforms should be prioritized; while others believe free-market reforms cannot save the country but instead worsen the current situation.\nBased on this background\, and in the context of the African Continental Free Trade Area\, a question arises: What is the best economic paradigm for Cameroon: government interventions or free-market reforms?\nPurpose of the event\nThe objective of this debate is to compare the views of different Cameroonian experts on the best economic paradigm for Cameroon.\nThis is a public debate on the theme: ‘‘Should Cameroon become a totally free-market society?’’. DESCRIPTION:Il existe un débat sur les paradigmes économiques à mettre en œuvre pour développer les pays dans le monde entier. Ce débat oppose les partisans du libre marché aux protectionnistes. Selon le premier groupe\, les principaux avantages d’une économie de libre marché sont : la présence d’une concurrence qui permet d’orienter les ressources dans les secteurs où elles sont le plus efficacement utilisées ; l’augmentation des choix et de l’utilité des consommateurs ; l’absence de la bureaucratie et des lourdeurs administratives. Une économie de libre marché réduirait aussi les coûts administratifs de l’entreprise. Par conséquent\, l’avantage découlant de cette réduction des coûts pourrait être injecté dans d’autres activités telles que la recherche et le développement.Davantage\, le système d’économie de marché aurait contribué à réduire la pauvreté dans le monde en ce sens que 80% des êtres humains vivaient dans l’extrême pauvreté au début du 20ème siècle\, contre un peu plus de 10% aujourd’hui. Pour finir\, dans les systèmes de libre marché\, les entreprises innovent\, développent de nouveaux produits et offrent de nouveaux services pour répondre à la demande des consommateurs.\nContrairement aux arguments évoqués ci-dessus\, les opposants au libre marché estiment que dans les économies de marché\, il est possible d’observer une monopolisation massive à une échelle beaucoup plus rapide. En d’autres termes\, les entreprises peuvent devenir assez puissantes au point où leur disparition ruinerait l’économie ainsi que la capacité des consommateurs à obtenir les produits dont ils ont besoin. Ces partisans affirment aussi que dans les économies de marché\, les entreprises sont en mesure de vendre leurs produits à des prix inférieurs à ceux de tous leurs concurrents et qu’elles peuvent\, en fin de compte\, facturer ce qu’elles veulent pour leurs produits. Par conséquent\, ce courant de pensée accorde une plus grande priorité aux interventions gouvernementales dans l’économie afin de promouvoir le bien-être économique.\nLe Cameroun est confronté à des défis structurels majeurs et à des chocs négatifs notamment un niveau de pauvreté alarmant ; un gouvernement qui reste le premier employeur dans le pays ; la détérioration de la situation sécuritaire dans les régions du Nord-Ouest et du Sud-Ouest ; le conflit avec Boko Haram dans la région du Nord ; et la récente crise des devises due à des importations excessives. SUMMARY:Will Cameroon Benefit from the African Continental Free Trade Area?
DESCRIPTION:CONCEPT NOTE\nWILL CAMEROON BENEFIT FROM THE AFRICAN CONTINENTAL FREE TRADE AGREEMENT? \nThe African Continental Free Trade Area (ACFTA) was officially launched on July 7\, 2019\, during the 12th extraordinary summit of the African Union held from July 4 to 8\, 2019 in Niamey\, Niger. On July 19\, 2019\, the Cameroonian authorities finally ratified the ACFTA signed on March 21st\, 2018 in Kigali\, Rwanda\, along with 43 other African countries.\nFor a large majority of economists and analysts\, the ACFTA has many advantages. First\, it will bring together 1.3 billion people\, create a $3.4 trillion economic block and usher in a new era of development on the continent. Second\, it will enable African economies to strengthen South-South cooperation\, conquer new markets and diversify sources of supply. Third\, according to the United Nations Economic Commission for Africa (UNECA)\, intra-African trade could increase by more than 50% and even double within 10 years after the entry into force of the ACFTA compared to approximately 15% currently.\nHowever\, in an increasingly globalized world\, only the most competitive countries (i.e. countries with strong economic fundamentals and strategic frameworks or with diversified sources of growth) are likely to gain the largest market shares in trade.\nThe Cameroon economy\, considered as the driving force of the Economic and Monetary Community of Central Africa (CEMAC)\, is currently facing major structural challenges. Indeed\, according to a 2018 report by the Nkafu Policy Institute\, 79.1% of Cameroonian believe the economic situation of the country is bad or very bad. The report also notes that the poverty level is alarming as less than 17.65% of Cameroonian adults earn more than 200\,000 FCFA (i.e. 400 US dollars approximately).\nIn addition to the above statistics\, the Small and Medium Size Enterprises landscape in Cameron is very young and fragile. For example\, in 2016\, the General Enterprise Census reports that 77.5% of the companies listed were at most 6 years old. Also\, some obstacles prevent entrepreneurs to fully establish and grow their enterprises. These obstacles include taxation\, the cost and access to credit\, and formalities just to name but a few.\nIn view of all this\, the following set of questions could be asked: Does the Cameroon economy have all the tools to become competitive within the framework of the ACFTA? What can be the potential benefits it can derive from the ACFTA? Will it be resilient to the transmission of negative shocks that could result from the ACFTA? Will the agreement enable the country to achieve strong growth in order to achieve the vision of an emerging Cameroon by 2035?\nPurpose of the event\nThe objective of this debate is to compare the views of the different Cameroonian experts on the opportunities and challenges offered to Cameroon by the African Continental Free Trade Area.\nThis is a public debate on the theme: ”Will Cameroon benefit from the African Continental Free Trade Agreement?”. Indeed\, some observers believe that this area will strengthen economic growth in Cameroon through increased foreign trade. DESCRIPTION:ANNUAL FORUM COMMEMORATING THE NELSON MANDELA INTERNATIONAL DAY – FOR FREEDOM\, JUSTICE & DEMOCRACY IN THE WORLD.CONTEXT \nWe at the Denis & Lenora Foretia Foundation join the international community every year to celebrate the Nelson Mandela International Day\, to shine light on the legacy of a man who positively influenced the 20th century and helped shape the 21st. Nelson Mandela played an influential role in the promotion of democracy\, peace and reconciliation and in unifying and inspiring people from all walks of life across the world. The UN General Assembly and the Assembly of the African Union have recognized Nelson Mandela as the embodiment of human rights\, democracy and peace\, and a champion of the global poor and their dignity. In its resolution 64/13 of 10 November 2009\, the General Assembly has designated 18 July as Nelson Mandela International Day to commemorate annually his life and contribution to peace\, international justice and democracy. Moreover\, the Assembly of the African Union declared 2014–2024 the Madiba Nelson Mandela Decade of Reconciliation in Africa.\nIn times of turbulence and national crises as depicted today in many parts of Africa (including Cameroon) where violent conflicts have resulted from struggles for effective and inclusionary governance; perceived sense of  marginalisation and injustice; lack of fundamental freedoms; weak electoral processes and corrupt politico-administrative practices; the rise in intolerance\, social media hate speech and violent extremism\,  Nelson Mandela’s legacy shows us the power of positively resisting oppression\, of justice over inequality\, of dignity over humiliation\, of forgiveness over hatred.  In fact\, this legacy has never been so critically important as today when the international community is committed to promoting a peaceful\, just and inclusive world as depicted in the UN 2030 Sustainable Development agenda which states in its preamble:  “we are determined to foster peaceful\, just and inclusive societies which are free from fear and violence. There can be no sustainable development without peace and no peace without sustainable development.” It suffices for us to recall here the essential humanism that guided Nelson Mandela: “For to be free is not merely to cast off one’s chains\, but to live in a way that respects and enhances the freedom of others.” Nelson Mandela stood for the fundamental rights of all human beings\, regardless of gender\, nationality or race. The Nelson Mandela International day is also an annual international day of humanitarian action in celebration of his life and legacy. Also\, it is a catalyst to encourage everyone to change the world through voluntary community work.\nMandela’s Legacy resonates with the mission of the Denis & Lenora Foretia Foundation to catalyze Africa’s economic transformation by focusing on social entrepreneurship\, science and technology\, innovation\, public health and the implementation of progressive policies that together creates economic opportunities for all. Nelson Mandela’s life and legacy will be celebrated this year at the foundation on the 17thand 18thJuly 2019. While the official ceremony takes place on July 17\, July 18 will be reserved for community humanitarian activities to be carried out by all Foundation staff.The year’s conference will follow the tradition laid last year by awarding the 2019 Nelson Mandela Memorial Award to recognize an individual whom by virtue of his/her actions exemplifies the character and commitment to human rights as espoused and practiced by President Mandela. The Forum will be held under the theme “Nelson Mandela – A Fighter for Justice and Human Rights”.\nPURPOSE OF THE EVENT\n      This event aims at celebrating Nelson Mandela’ life and legacy\, in the context of promoting and protecting human rights and human dignity through social justice\, reconciliation and democratic ideals. DESCRIPTION:The Denis & Lenora Foretia Foundation is very pleased to announce the 2019 Democratic Governance Symposium to be held under the theme \nThe Impact of Digital Technologies on Cameroon’s Democratization Process.\nThis event will take place on Tuesday 30th April 2019 from 10:00am to 12:30pm at the Foundation’s headquarters – Opposite College Jesus Marie\, Simbock – Yaounde. \nThe purpose of this event is to critically analyse the effects and challenges of digital technologies on democratic governance in Cameroon. We are particularly interested in addressing issues regarding the evolution of the Cameroonian democracy since the advent of a digital manner of doing politics.\nThis event revolves around the Nkafu Policy Institute’s mandate to create platforms for academics and policymakers to engage and promote a culture of democratic values that allows Africans to effectively identify and tackle the governance issues confronting their continent. DESCRIPTION:Atelier d’échange et de Renforcement des Capacités des Associations des Jeunes en Décentralisation et Gouvernance Locale au Cameroun\nDate: 28 Janvier 2021\nLieu :Commune de Mora (Mayo-Sava\, Extrême-Nord) \nBackground\nL’actualité au Cameroun est dominée par l’accélération du processus de décentralisation. Si cette dernière est prévue dans la constitution du 18 janvier 1996\, au regard du titre X\, c’est avec les lois de juillet 2004 que l’on voit se mettre progressèrent les bases légale de l’effectivité des CTD\, notamment\, les régimes\, applicables aux CTD et avec la loi de décembre 2019 portant code de décentralisation\, germe les prémisses légales de l’effectivité de la région dont la mutation déjà consacrée dans la constitution\, trouve ses racines dans la loi de juillet de 2004 qui y consacre un encadrement prédisposant. L’année 2020 a marqué un tournant décisif dans le processus\, avec les élections régionales qui se sont tenues le 6 décembre.\nCe processus n’entend pas seulement assurer la mise en place des institutions décentralisées\, mais aussi\, favoriser l’inclusion des populations locales dans les actions de développement local et\, partant\, de gouvernance locale. La décentralisation\, au-delà de corriger les limites de la déconcentration\, notamment rapprocher les administrés de l’administration publique\, permet aussi de stimuler la participation inclusive des communautés sociales à la gestion des affaires publiques locales.\nDans cette optique\, la participation des jeunes devient un facteur capital. Les résolutions prises au sein des instances décisionnelles affectent principalement l’avenir de la société en général et\, en particulier\, celle des jeunes\, dont les 15 à 35 ans représentent plus du tiers de la population totale du Cameroun selon les données issues de l’Annuaire statistique du Ministère de la Jeunesse et de l’Education Civique-MINJEC (2015) soit\, 7 876 542. Un avenir qui ne peut se faire sans la participation des jeunes. Il est\, ainsi\, important de développer le potentiel des jeunes afin d’assurer leur participation effective à la prise de décision localisée pour l’édification des institutions durables.\nCependant\, on constate une faible organisation des jeunes au niveau local. Très peu d’entre eux sont engagés dans la vie associative. Et s’il existe un nombre important d’association des jeunes regroupées en réseaux\, soit 6582 selon le MINJEC (2015) (Cf. tableau 1)\, elles sont faiblement structurées et plusieurs d’entre elles agissent dans l’informel.\nTableau 1 : Répartition du nombre et du poids d’organisations de jeunes par réseaux en 2015 \nType de réseaux\nNombre\nPourcentage \nOrganisations agropastorales\n3306\n50\,2% \nEmploi et insertion socio-économique\n1154\n17\,5% \nSport\, arts\, loisirs\, culture et tourisme\n608\n9\,2% \nPromotion de la participation et de la citoyenneté\n279\n4\,2% \nEducation et alphabétisation\n257\n3\,9% \nActions humanitaires\, bénévolat et prévention des catastrophes\n238\n3\,6% \nPromotion de la santé\n209\n3\,2% \nDroits humains\, culture de la paix\, gestion des conflits\n151\n2\,3% \nProtection de l’environnement et de la biodiversité\n135\n2\,1% \nPromotion de la fille et de la jeune femme\n124\n1\,9% \nCommunication et TIC\n64\n1\,0% \nInvention\, créativité et innovation\n57\n0\,9% \nEnsemble\n6582\n100\,0% \nSource : MINJEC\, 2015\nEn 2019\, le Programme d’Appui à l’Initiative Communautaire (PAIC) a accompagné une dizaine d’associations du Mayo-Sava à être légalisée auprès de la préfecture. Mais ce nombre ne représente qu’une goutte d’eau dans la mer. En 2019\, l’association Dynamique Mondiale des Jeunes (DMJ) a fait une recension des associations des jeunes dans le Mayo-Sava qui compte en moyenne 901 associations de jeunes (Cf. tableau 2). Une cinquantaine d’associations ont été répertoriés mais celles qui sont légalisées sont en deçà de la moyenne. La quasi-totalité de ces associations peinent à être régulières dans les rencontres et les engagements\, notamment les cotisations des membres.\nTableau 2 : Répartition du nombre d’association de jeunes par région en 2015 \nRégion\nNbre d’association de jeune \nAdamaoua\n490 \nCentre\n1494 \nEst\n421 \nExtreme-Nord\n901 \nLittoral\n647 \nNord\n453 \nNord-Ouest\n537 \nOuest\n615 \nSud\n542 \nSud-Ouest\n482 \nEnsemble\n6582 \nSource : MINJEC\, 2015\nAu-delà de ces difficultés collectives\, on note aussi une faible fréquentation des institutions communales par les jeunes. En 2018\, une enquête de la DMJ dans le cadre de la connaissance et appropriation des institutions au service de la jeunesse a montré que très peu de jeunes ont connaissance de l’existence de ces institutions. C’est le cas du CEOCA (Centre d’Ecoute\, Orientation\, Conseil et Accompagnement)\, mis sur pied avec l’appui du PNUD dans les communes de l’Extrême-Nord. Le taux de fréquentation est de 15% sur un échantillon de 218 jeunes leaders d’association de Mora\, Kourgui\, Aïssa-Hardé\, Mémé et Malika.\nIl est donc important de mobiliser la jeunesse de la commune de Mora\, de renforcer sa culture démocratique et de l’outiller aux principes de gouvernance locale pour un développement local inclusif et la paix. Cette initiative est un impératif au sortir de la formation de la seconde édition du programme des leaders émergents (2020). Il sera\, à cet effet\, question de mobiliser 15 associations des jeunes localisées dans la commune de Mora\, et ayant un volet axé sur la décentralisation et la gouvernance locale dans leur domaine d’intervention\, autour d’un atelier de deux jours.\nObjectifs\nGlobalement\, le but de l’atelier est d’outiller les jeunes leaders d’association avec des principes de gouvernance locale afin de faire d’eux des acteurs de développement local inclusive et de changement positif de leurs communautés.\nDe façon spécifique\, cet objectif global se décline en éléments ci-après : \nAmener les jeunes leaders d’association à intégrer les principes de gouvernance locale dans leurs actions\nRapprocher les jeunes organisés au sein des mouvements associatifs des institutions communales\nAmener les mouvements des jeunes à faire au moins une proposition d’initiative à leur commune. \nCadre des Résultats\nLes résultats escomptés pour cet atelier sont les suivants : \n45 jeunes leaders de 15 associations sont imprégnés des concepts clés de gouvernance locale \nIndicateurs : Nombre des jeunes formés\, nombre des associations représentés\nOutils de vérification : Liste de présence\, programme de l’atelier\, modules de formation\, photos de séance\, photo de famille ; \nLes jeunes leaders formés sont mis en contact avec les responsables des institutions communales dédiées à la jeunesse ; \nIndicateurs : cadres communaux présents à l’atelier\, bureaux communaux présentés au cours de l’atelier ;\nOutils de vérification : Liste de présence\, programme de l’atelier\, perceptions des jeunes sur les bureaux communaux ; \nLes associations des jeunes présentes à l’atelier élaborent une initiative de gouvernance locale inclusive à proposer à la commune. \nIndicateurs : nombre des associations ayant fait de propositions\, nombre de propositions d’initiative formulées et proposer à la commune.\nOutils de vérification : liste de propositions des associations des jeunes et engagement avec la commune \nImpacts de l’atelier vont produire à court\, moyen et long terme \nLes associations des jeunes vont se structurer et se faire légaliser auprès des autorités compétentes ;\nLes jeunes organisés en associations seront invités aux instances de concertation et de prise des décisions au niveau communal (suivi du BIP\, budget communal\, etc.) durant l’année correspondant à l’exercice budgétaire 2021 ;\nLa visibilité des jeunes sera renforcée au niveau de la commune et dans leurs communautés respectives à travers des initiatives locales et l’intervention dans les radios communautaires ;\nAu moins deux aspirations ou propositions des jeunes sont prises en compte dans le Plan de Développement Communal (PDC) ;\nLes jeunes vont intégrer les principes de gouvernance locale pour un développement local inclusif dans les activités de leurs associations. \nOrientations des trois grandes interventions au cours de l’atelier\n           Gouvernance locale : principes et mécanismes\nSi le fonctionnement des sociétés par actions a beaucoup emprunté à celui des démocraties parlementaires (Cannac et Godet\, 2001)\, il n’est pas inutile d’adapter également les principes de bonne gouvernance et les mécanismes de contrôle censés améliorer les performances des organisations\, développés actuellement dans les entreprises privées\, aux institutions publiques locales.\nEn effet\, depuis plusieurs années\, les collectivités locales sont confrontées à différents problèmes organisationnels mettant en cause notamment leur capacité à maîtriser les dépenses publiques et les risques locaux : scandales financiers dans l’attribution des marchés publics mettant en cause les élus et certaines entreprises\, quasi-faillites financières\, inefficacité des aides publiques locales \, gaspillages\, offre des services locaux insuffisante ou incohérente avec les besoins des acteurs locaux\, ou encore dysfonctionnements des modes d’organisation .\nDans ce contexte\, le concept de gouvernance locale ou territoriale vise aussi bien à rationaliser les formes de management territorial qu’à permettre de conduire des actions économiques efficaces et de constituer des territoires performants. La gouvernance locale ou territoriale s’y définit\, selon Gilly et Wallet (2005) comme « le processus d’articulation dynamique de l’ensemble des pratiques et des dispositifs institutionnels entre des acteurs géographiquement proches en vue de résoudre un problème productif ou de réaliser un projet de développement ».\nCentré sur la répartition des pouvoirs entre les acteurs organisationnels\, la gouvernance publique locale met la lumière sur les mécanismes de coordination nécessaire à l’intérieur et à l’extérieur d’une organisation pour réguler les conflits d’intérêts entre ses différentes parties prenantes.\nIl sera donc question d’insister sur les éléments suivants: \nLe sens et essence de la gouvernance locale\nLes principes de la gouvernance locale\nLes mécanismes d’une bonne gouvernance des collectivités publiques qui supposent en effet : \nLa transparence de l’information\,\nLa lisibilité des budgets\,\nL’évaluation publique des projets ex ante et ex post\,\nLa séparation des responsabilités\,\nLa limitation du cumul des mandats (interdiction pour les fonctionnaires d’exercer plusieurs mandats parlementaires de suite sans démissionner de la fonction publique)\,\nLe rôle des différentes parties prenantes\, notamment reconnaissance des prérogatives à l’opposition politique. \n L’intégration du genre dans le renforcement des capacités\nLe genre ce n’est pas « les femmes »\, c’est une approche d’analyse et d’intervention qui vise à réduire les inégalités entre les femmes et les hommes ; la décentralisation o?re des opportunités d’y contribuer. L’intégration du genre dans le renforcement des capacités en gouvernance locale signifie que cette dimension soit prise en compte dans tous les domaines/champs de renforcement des capacités (« mainstreaming ») et que l’on renforce les capacités des femmes concernées (« empowerment »). Cela suppose de travailler sur des contraintes qui entravent la réduction des inégalités.\nL’intégration du genre dans le renforcement des capacités en gouvernance locale permet aux intervenants locaux de comprendre les enjeux liés au genre en décentralisation. Ainsi\, ils pourront mieux répondre aux besoins et intérêts des femmes aussi bien qu’à ceux des hommes\, tant au niveau des services que des opportunités de développement social et économique. Cela permet aussi que la représentation équitable des femmes aux postes électifs\, \, soit complétée par une participation active et indument\, permettant aux femmes d’exercer un réel leadership\, aux côtés des hommes. \nStratégie d’intervention \nCadre d’intervention\nPrise en charge au niveau du District : le comité genre\nLe « pool » de ressources locales en genre \nMise en œuvre de la stratégie \nPromotion d’un environnement institutionnel réceptif au genre\nRenforcement du leadership des femmes\nIntégration du genre dans les planifications et budgets \nParticipation citoyenne et renforcement des capacités\nLa participation signifie de prendre part et d’in?uencer la prise de décisions. La participation citoyenne\, dans le contexte de la décentralisation\, vise l’appropriation de leur devenir par les populations en jouant leur rôle de citoyen-ne-s dans la gouvernance locale.\nLa participation citoyenne renvoie à un large éventail de mécanismes par lesquels les citoyens et citoyennes\, les communautés et les organisations de la société civile assurent l’imputabilité de leurs représentant-e-s politiques\, des cadres et technicien-ne-s et des prestataires de services. Il est question de s’approprier les mécanismes qui favorisent la participation des citoyen-ne-s dans la prise de décision politique\, dans l’élaboration des budgets\, dans le suivi des dépenses publiques et dans la surveillance de la prestation des services. La participation citoyenne implique également le dialogue avec les autorités locales sur la mise en œuvre\, à leur niveau\, des politiques et programmes nationaux. DESCRIPTION:Renforcement des capacités en gouvernance locale et autonomisation financière de 50 femmes dans les chefferies traditionnelles d’Okola\nDate : le 29 Janvier 2021\nLieu : Il s’agit de la Commune d’Okola composée de ces trois villages : Eyen-Meyong (20 femmes)\, Evodoula (10 femmes)\, Okola (20 femmes). \nContexte\nLa gouvernance locale est un mécanisme de transfert de pouvoir de décision et de moyens de l’administration centrale aux administrations de base que sont les collectivités locales décentralisées (les communes). Il est question de rapprocher l’administration des administrés\, mais aussi et surtout de faire participer chaque citoyen à la prise de décision concernant la vie communautaire. C’est une forme de pilotage multi partîtes qui peut être associative à travers des comités locaux de développement communaux.\nLes enjeux d’une gouvernance locale sont multiples et sont principalement d’ordre politique et socioéconomique. Au plan politique\, la gouvernance locale constitue une exigence du processus démocratique\, car elle favorise l’initiative et le contrôle populaire. Elle encourage la participation des populations et est porteuse de beaucoup d’espoirs pour ces dernières ; notamment l’émergence d’une vie locale active. Elle offre la possibilité de rapprocher les services publics des populations et la participation de ces dernières dans la prise des décisions.\nSur le plan socio-économique\, la gouvernance locale apparaît comme un instrument privilégié du développement ; elle favorise l’émergence des initiatives de base en matière d’élaboration et de vote des plans de développement par les populations elles-mêmes. Elle promeut ainsi ce que l’on pourrait appeler le développement autocentré.\nBien que l’on constate une nette amélioration de la participation des femmes à la vie politique locale\, désormais portée par l’application des règles de parité dans les conseils municipaux\, les femmes peinent toujours à accéder aux postes à responsabilités. Cependant\, elles restent admises uniquement à des responsabilités moins importantes tandis que leurs inclusions dans la prise de décisions capitales dans la communauté peine à prendre forme. En raison du nombre important des femmes dans cette commune\, leur conscientisation doit devenir un challenge pour booster le développement par une bonne gouvernance locale.\nObjectifs de l’évènement\nObjectif principal : Renforcer les capacités de 50 femmes dans les chefferies traditionnelles en gouvernance et développement économique local.\nObjectifs spécifiques :\nObjectif spécifique 1 : Renforcer les capacités des femmes en gouvernance locale.\nPour atteindre cet objectif deux activités principales seront implémentées : L’identification des cibles dans les localités retenues et l’organisation des ateliers de formation en matière de bonnes pratiques en gouvernance locale.\n Objectif spécifique 2 : Développer les productions et savoir-faire locales des femmes pour renforcer leur autonomie financière\n Pour atteindre cet objectif une activité principale sera implémentée. Il s’agit de la formation des femmes ciblées en gestion des activités génératrices de revenus.\nAfin d’assurer la pérennisation de la présente initiative\, les participants devront véritablement assurer la mise en réseau des “Ambassadeurs” de la bonne gouvernance (ABG) au niveau local engagés au changement des perceptions et comportements sociaux en défaveur à la participation des femmes et filles à la vie politique\, économique\, sociale dans les instances traditionnelles. Ceci grâce au concours de la Commune d’Okola qui soutiendra la planification au niveau local\, des activités du réseau.\nRésultats attendus\nL’essence d’un projet réside en sa capacité à apporter une amélioration à une situation initiale. Cette amélioration doit se matérialiser par un résultat mesurable et quantifiable. Pour ce faire\, les résultats escomptés sont les suivants : \nVulgarisation des bonnes pratiques en matière de gouvernance locale dans les localités sélectionnées.\nValoriser du savoir-faire des femmes des localités retenues en produits finis.\nAutonomie financière des femmes cheffes traditionnelles et formation sur des stratégies à mettre en place pour promouvoir le développement économique de leur localité. \nPublic cible\nLes bénéficiaires ciblées dans le cadre de cet évènement seront issues de 3 localités de la région du Centre (Monatélé).\nLes participantes doivent être âgées de 17 ans au moins et résider dans les 3 localités ciblées.\nLieu : : Il s’agit de la Commune d’Okola composée de ces trois villages : Eyen-Meyong (20 femmes)\, Evodoula (10 femmes)\, Okola (20 femmes).\nLa Commune d’Okola a été choisie pour accueillir ce projet du fait qu’elle est une commune ayant une forte concentration de femmes dans les chefferies traditionnelles\, ce qui facilite l’identification sur le terrain.\nOkola a également été choisi du fait qu’elle est un terrain de jeux pour certaines tendances culturelles (Violences basés sur le genre\, inaccessibilité à l’éducation\, déperdition scolaire) qui agissent comme un plafond de verre\, empêchant la participation des femmes au développement de leur communauté. DESCRIPTION:Empowering IDP’s And The Host Communities To Promote Peace And Security In Their Communities In The Douala 4 Municipality\nDate: 04 February 2021\nVenue: Bonaberi – Douala \nContext and justification\nCameroon in the past six years has been faced with social political and security challenges. Having enjoyed several decades of stability\, for many years now\, Cameroon has been grappling with attacks by Boko Haram in the Far North and a separatist insurgency in the Anglophone regions. In the East and Adamawa regions\, the influx of refugees from CAR is posing serious security challenges as well.\nCameroon has been experiencing an interplay of protracted crises that continues to define political\, economic\, and social developments in the country. Longstanding grievances in the Anglophone community in Northwest and Southwest regions due to the marginalization of the minority English-speaking regions by the francophone-dominated government escalated into widespread protests and strikes in late 2016. This has resulted in the emergence of different separatist groups clamoring for the creation of the self-proclaimed Ambazonian Republic in the northwest and South West Regions. Clashes between the military and the separatist forces have intensified insecurity in the regions\, leaving over 650\,000 people internally displaced and about 60\,000 people seeking refuge in Neighbouring Nigeria\,.\nBoko Haram’s uprising in Nigeria’s northeast has also spilled over into Cameroon’s Far North region\, mainly due to the propinquity and porosity of borders between the two countries. After Nigeria\, Cameroon is the second most-affected country by the violence and insecurity linked to Boko Haram in the Lake Chad Basin. The number of Nigerian refugees fleeing to Cameroon’s far north has surpassed the 100\,000 marks\, while violence by Boko Haram has also internally displaced more than 290\,000 people in the same area.\nApart from the above\, Cameroon is also hosting over 290\,000 refugees from the Central African Republic (CAR) mainly due to conflict. The CAR refugees are predominately located in the East and Adamawa regions.\n. The ramifications of these conflicts have been enormous to the affected populations in these regions and many have sought refuge in different towns in Cameroon – Douala being a hotspot and the IDPs concentration area.\n Bonaberi being the gateway to Douala\, harbors the majority of the IDPs and refugees. With the theory of culture contact – culture conflict\, there has been a lack of social cohesion between the IDPs and the host communities. Furthermore\, due to a lack of job opportunities and other social activities to occupy the IDPS\, many have resorted to criminality and illegal activities for survival. Grappling with the restoration of peace and security in that area\, there is the need to Empowering IDP’s and the Host Communities to Restore Peace and Security in their communities\nObjectives of the event\nGeneral objective: \nto empower IDPs and host communities to be agents of positive peace\, and security in their communities in the Douala 4 Municipality \nSpecific objectives: \nSO1: to sensitize the population on the importance of social cohesion\, peace\, and security in the communities;\nSO2: to provide IDPs and host communities with training on entrepreneurial skills; and\nSO3: to empower IDPs and host communities to be financially autonomous \nTarget population and beneficiaries\nThe event will target 50 IDPs and locals in the host communities who are below 35 years of age.  This targeted population will be selected through purposive sampling to ensure that the beneficiaries: \nacquire coping mechanisms and technical skills; and\nHave the will and capacity to be agents  of peace and security in their communities \nAnother criterion for the selection of the participants is that they must be youth (men and women) between the ages of 18 to 35 and consenting to be agents of positive peace and security in their communities. Those who have benefited from a similar training in the past 6 months and or have been former peace and security ambassadors will not be eligible.\nExpected results:\nBy the end of the project the following results should be expected: \nAbout 125 IDPs and youth from the host communities must be empowered through training and capacity-building;\nAbout 125 peace and security ambassadors must have been trained;\nThe targeted youth would knowledge\, skills\, and attitudes relevant to promote  social cohesion\, peace\, and security;\nImproved relations among the IDPs and the host communities; and\nThe target groups would be committed and motivated to engage with peace\, security\, and social cohesion in their respective communities. \nFor More information\nContact the project lead \nKEIRA Hannah NDOUMBE :  keira.ndoumbe@gmail.com

DESCRIPTION:Sensibilisation de 50 jeunes et adultes des régions du Nord-ouest et Ouest sur l’impact négatif des discours haineux dans la résolution de la crise anglophone\nDate : 01 Mars 2021 et 15 Mars 2021\nLieu :En presentiel(dans la ville de Dschang) et en ligne \nCONTEXTE\nDepuis 2016\, L’Etat du Cameroun est fortement marqué par une crise provenant des régions du Nord-Ouest et du Sud-Ouest d’expression anglaise. En effet\, la dite crise a débuté avec des revendications corporatistes provenant du corps enseignant et du corps des magistrats concernant la revalorisation au niveau national du sous-système éducatif anglophone\, la mise à disposition du code OHADA en langue anglaise et l’application du droit anglo-saxon dans les juridictions de ces régions par des magistrats formés spécifiquement à ces fins . Elle a par la suite évolué en une crise majeure\, opposant les forces armées camerounaises à des groupes armés demandant la sécession de la partie anglophone du pays en vue de sa transformation en un Etat indépendant. Face à cette situation\, l’Etat du Cameroun a multiplié les moyens de trouver une issue pacifique à la crise\, le dernier en date étant la tenue d’un Grand Dialogue National du 30 septembre au 04 octobre 2019\, dont certaines des recommandations ont d’ailleurs conduit à la promulgation d’un Code Général des Collectivités Territoriales Décentralisées qui octroie un statut spécial aux régions du Nord-Ouest et du Sud-Ouest en raison de leurs particularités culturelle et linguistique. Seulement\, sur le terrain\, la violence se fait persistante et un des éléments qui y concourt est le discours de haine. Cette haine qui veut séparer ce qui avant était uni\, est la raison d’être de ce projet.\nOBJECTIF DU PROJET\nL’équipe 4 se propose donc de s’attaquer à la problématique du discours haineux\, en mettant sur pied ce projet qui a un objectif général (A) et des objectifs spécifiques (B) bien définis. \nObjectif général \nL’objectif général du projet est de :\nSensibiliser les populations sur l’impact négatif du discours de haine dans la résolution de la crise anglophone \nObjectifs spécifiques \nCet objectif se décline en quatre (4) objectifs spécifiques : \nInformer les populations sur la définition et le contenu du discours de haine ;\nInformer les populations sur l’impact négatif du discours haineux dans la résolution de la crise anglophone;\nProposer des mécanismes pour limiter les discours haineux et faciliter un dialogue constructif en vue de la résolution de la crise anglophone;\nEncourager les populations à véhiculer des discours de paix et de vivre-ensemble en vue de la résolution de la crise anglophone. \nRESULTATS ATTENDUS\nLe projet vise à obtenir un certain nombre de résultats mesurables : \nUn nombre croissant de la population sensibilisée pouvant identifier les discours haineux;\nUn nombre croissant de la population comprenant l’impact négatif du discours haineux dans la résolution de la crise anglophone ;\nUn nombre croissant de population ayant connaissance des mécanismes proposés pour limiter les discours haineux et faciliter un dialogue constructif en vue de la résolution de la crise anglophone;\nUn nombre important d’initiatives impulsées par les populations en vue de répandre un discours de paix et d’harmonie. \nPUBLIC CIBLE\nLe projet vise principalement les jeunes(A) et les adultes (B)\, de préférence ceux provenant de la région du Nord-Ouest ou qui ont une forte compréhension de la réalité de la crise anglophone. \nLes jeunes \nLe Projet vise prioritairement les jeunes entre 18 et 30 ans qui ont dû quitter leurs maisons à cause de la crise. Toutefois\, vu le caractère assez englobant de la problématique du discours de haine\, les jeunes de la tranche sus-évoquée qui comprennent les enjeux de la crise seront également concernés. \nLes adultes \nLes adultes de 30 à 60 ans seront également visés par le projet.\nLIEU DE L’ÉVÈNEMENT\nDans le cadre de la mise en œuvre de ce projet\, deux évènements seront organisés : Un évènement sur site et un évènement virtuel \nEvènement sur site \nL’évènement physique compte tenu du contexte sécuritaire dans la région du Nord-ouest se tiendra dans la région de l’Ouest\, précisément dans la ville de Dschang. Le choix de cette ville a été motivé par le fait qu’en raison de la présence de l’Université de Dschang\, elle abrite un nombre important de jeunes. De plus\, on y retrouve des adultes de tous bords qui pourront également participer à l’évènement. L’évènement se tiendra dans la salle de l’alliance franco-camerounaise et fera intervenir au moins 75 participants. \nEvènement virtuel \nL’évènement virtuel sera un webinaire avec des panelistes permettant d’informer les participants sur le discours haineux et ses conséquences sur la crise anglophone. La plateforme zoom de la Nkafu Policy Institute pourra être sollicitée pour faciliter la réalisation de l’évènement. Pour cet évènement au moins 50 participants sont attendus.\nLE CALENDRIER DE L’ÉVENEMENT\nL’évènement se déroulera en plusieurs phases :\nJanvier – Février 2021 : Dépôt d’une déclaration de manifestation publique auprès de la sous-préfecture de Dschang\, prise de contact avec le responsable de la salle de l’alliance franco-camerounaise\, prise de contact avec les experts\, communication sur l’évènement.\n1er mars 2021: Tenue de l’évènement physique\n15 mars 2021 : Tenue de l’évènement virtuel\nBUDGET DE L’ÉVÈNEMENT\nCf.
