These barriers often force individuals to delay or forgo treatment\, compounding the effects of already limited and uneven access to healthcare services. As a result\, families with limited income fall deeper into poverty\, while health disparities widen and outcomes deteriorate for the most vulnerable groups\, especially in rural communities. Private health insurance (PHIs) offers a complementary pathway to improve access to quality healthcare by protecting individuals from financial hardship. However\, uptake of health insurance over the years has remained significantly low\, with less than 10%  (2) of the population covered by any form of health insurance scheme. In Cameroon\, low insurance coverage is attributed to several issues\, including high premium costs\, lack of trust in insurance companies\, and persistent problems with service delivery\, such as drawn-out administrative processes\, erratic customer service\, and slow claims resolution. These obstacles erode consumer trust and directly influence their satisfaction in the schemes offered. In addition\, the quality of services offered by health facilities to insured patients can greatly impact the reputation of health insurance companies as well as its acceptance by the population. Poor customer experiences perpetuate a negative perception of the service and reduce the willingness of community members to purchase PHI. \nPHI has the potential to expand access to quality care in Cameroon\, but only if service delivery is equitable\, transparent\, and responsive to community needs. Effectively enhancing the quality of service delivery is thus essential to significantly improve acceptance of PHI in the country\, demystifying negative experiences and increasing utilization rates. This webinar aims to explore strategies for enhancing the quality of services delivered by private health insurance providers in Cameroon\, with the goal of increasing community uptake. \nObjectives \n\nTo identify and discuss the state of health service delivery by insurance companies and health facilities. In a population of over 25 million\, in Cameroon\, only 6.46% of Cameroonians had a form of social health protection [1] leaving nonsubscribers to spend exponentially in order to access healthcare services. Cameroon\, alongside other nations are working towards achieving Universal Health Coverage (UHC) [2] as per the 2030 Sustainable Development Goals (SDG) agenda. Committed to achieve this\, the Cameroonian government launched the Phase I of UHC in April 2023\, effective in 5 of the 10 regions with the package for pregnant women and children expanded to the South West and North West region of Cameroon. With the numerous private health insurance companies in the country subscription rate remain low. Similarly\, Universal Health Coverage (UHC) aims to ensure that all nationals obtain health services without excessive out-of-pocket payment. It is said that Over 55% of Cameroonians live below the poverty line\, of which 37.7% are extremely impoverished. Cameroon is currently faced with major internal crises affecting various regions\, forcing community members in some of these regions to flee and become internally displaced.  Since November 2021\, Cameroon has been experiencing shortages and increase of prices of staple goods as a result of inflation\, making it more challenging for some to access quality healthcare services. For the country like Cameroon to attain UHC\, an adequate and qualified human resource is required to accommodate the growing population\, surprisingly\, sources state that a majority of the country’s doctors practice in the Centre region\, Yaoundé\, where only 18% of the population resides. As the country faces several challenges\, attaining UHC by the year 2030 is still in progress\, following the WHO agreement of all Member States. What measures are currently taken by the government to improve access to healthcare in the country? Does the country have adequate human resource to provide quality care for all nationals? SUMMARY:Challenges of enrolling the informal sector in health insurance schemes
DESCRIPTION:Context \nInformal sector is a large part of economy in Cameroon as in other developing countries\, representing more than 50% of the GDP (Gross Domestic Product) and about 90% of the working force. But in the progress towards universal health coverage\, informal sector workers are mostly left behind\, to such an extent that they are referred as “the missing middle”. Indeed\, engaging informal sector is one of the most critical challenges of health coverage systems\, because informal sector workers are less likely to enroll in private health insurance schemes as well as to be retained in government health insurance programs\, as they are outside the formal tax system. One of the highest level of health expenditure occurs in the informal sector in Cameroon (up to 30%\, mostly in primary health care) however\, solely 36.1% have access to the health centre as persons living in rural areas still face challenges accessing health care services. There exists various forms of health insurance in Cameroon\, however there is no official national insurance. Community based health insurance is a form of insurance that is characterized by community members pooling funds to balance the cost of healthcare. In 2019\, out of pocket health expenditure was at 72.5% signifying poor healthcare financing and makes one question the role of insurance in the country. How many functional CBHI scheme are functional in the country\, are there alternatives the health insurance that are more appealing to community members\, what are the greatest challenges experienced by the government when it involves nationals subscribing to health insurance.
